  1. Introduction

ActionAid is a global justice Federation working to achieve social justice, gender equality, and poverty eradication with headquarters in Johannesburg, South Africa, ActionAid is working all around the world with country programs, affiliates, and regional offices, Today, ActionAid is present in 48 countries.

ActionAid has been present in the Arab Region since the mid-2000s in Jordan, Syria, Lebanon, and Tunisia.

AAAR work is mainly focusing on the following programme priorities:

  • Women’s Rights, building feminist leadership to prevent and respond to violence against women and girls.
  • Youth and Community-led humanitarian action, Strengthening preparedness and crisis response through women and youth leadership.
  • Fostering civic and political engagement and increasing the employability of young people, fostering young people’s agency to influence decision-makers and create opportunities.
  • Climate Justice, raising awareness on climate change, fostering youth participation in climate action.
  1. Background Information on The Intervention

ActionAid Arab Region (AAAR), in partnership with Al-Hayat Center – RASED, is implementing the “Journey for the Creation of a Women Friendly Label” project in Jordan. The initiative aims to address the intersection of Violence Against Women and Girls (VAWG) and Women’s Economic Rights (WER) by recognizing institutions that promote safe, inclusive, and gender-responsive workplaces.

At its core, the project is developing the Women Friendly Label (WFL)— a certification awarded to businesses and institutions that demonstrate strong commitment to women’s rights and workplace equity. The label is being co-developed with a diverse Women Core Group, supported by technical experts, using a community-based, gender-transformative approach.

In this phase, AAAR and RASED are engaging nine target institutions (3 companies, 3 NGOs, and 3 national bodies), supporting them through a Strategic Assessment and Participatory Empowerment process based on WFL criteria. The goal is for these entities to adopt the WFL by phase-end.

Support includes:

  • Organizational self-assessments using the WFL Assessment Framework
  • Capacity building and tailored development plans
  • Training, awareness sessions, and structured coaching

By helping institutions identify strengths, gaps, and priorities, the WFL initiative promotes long-term accountability, inclusive practices, and a safer, more equitable labor environment for women across sectors in Jordan.

  1. Purpose of the Assignment

The Institutionalization Capacity Assessment Specialist will support the implementation of the WFL by:

  • Analyzing institutional capacities using the WFL assessment framework.
  • Identifying organizational strengths and gaps.
  • Co-developing tailored improvement plans for each institution.

Scope of Work

The consultant will work closely with the project team and stakeholders to:

Phase 1: Preparation

  • Review the WFL assessment framework and relevant project documents.
  • Submit an inception report outlining methodology, tools, and a detailed work plan.

Phase 2: Capacity Assessment

  • Conduct institutional assessments using qualitative tools (e.g., interviews, focus group discussions, surveys).
  • Evaluate organizational performance across the WFL thematic areas:
  1. Leadership and Commitment
  2. Non-Discrimination and Equal Opportunities
  3. Occupational Health and Safety
  4. Stakeholder Engagement
  5. Organizational Culture
  6. Women-Friendly Environment
  7. Public Services
  8. Childcare Support
  9. Strategic Planning

  11. Code of Conduct

Phase 3: Analysis and Reporting

  • Submit nine institutional capacity assessment reports (one per entity).
  • Develop tailored improvement plans with actionable recommendations for each institution.
  • Consolidate findings into a comprehensive cross-sectoral report.

Phase 4: Finalization

  • Submit a final summary report highlighting key findings and strategic recommendations.

3.1 Deliverables:

The Institutionalization Capacity Assessment Specialist is expected to produce several key deliverables throughout the course of their work. These deliverables help communicate the progress, findings, and recommendations to stakeholders. Here is a list of the deliverables:

Inception Report – Methodology, tools, and work plan.

Institutional Reports – 9 individual assessments (3 companies, 3 NGOs, 3 national institutions).

Improvement Plans – 9 tailored plans aligned with WFL framework.

Consolidated Report – Cross-cutting analysis across all entities.

Final Summary Report – Key findings and consolidated recommendations

  1. Timeline and Payment terms:

The total estimated cost for the requested tasks is 2,500 JOD, inclusive of all applicable taxes and fees. Payment will be disbursed upon the successful completion and approval of the deliverables, according to the following schedule:

  1. Qualifications:
  • Minimum 7 years of experience in institutional capacity assessments.
  • Strong background in gender equality, women’s rights, and rights-based programming.
  • Proven experience working with public, private, and civil society organizations.
  • Familiarity with gender equality and labor rights in the Jordanian context is preferred.
  • Demonstrated ability to conduct qualitative research, stakeholder engagement, and produce high-quality reports.
  • Excellent verbal and written communication skills in English; Arabic proficiency is an asset.
