Country Overview
Working in Cambodia since 2005, SNV uses market-based approaches, emphasizing environmental sustainability and inclusive development. Job Description
We are currently looking for a
Team Leader – Cambodia Climate Resilience Programme (CCRP)*
Contingent on donor funding/ Phnom Penh, Cambodia / Full-time
SNV is seeking a Team Leader for the anticipated DFAT $30 Million AUD Cambodia Climate Resilience Program, which aims to bring water expertise to strengthen planning, implementation, and management of water resources to reduce vulnerability and enhance climate resilience in Cambodia.
The Team Leader will be responsible for overall project performance, management, and execution. They will be responsible for ensuring alignment with the strategic priorities of DFAT and the Government of Cambodia. The Team Leader also must have well-developed analytical and financial skills as well as a good understanding of finance, governance, entrepreneurship, and behavior change, preferably with experience working with market-based programs and water resource management, climate resilience, water, sanitation and hygiene (WASH) or other related fields.
This senior management position would report to the Cambodia Country Director and be based in Phnom Penh, Cambodia.
Key Duties and Responsibilities
- Stakeholder engagement: Serve as the project’s principal liaison with DFAT, key government officials, international and local organization partners, key private sector representatives and internal colleagues. Develop and maintain collaborative relationships with above-mentioned stakeholders. Participate in collaborative efforts with other NGOs, national and local governments, donors, public and private sector partners, etc
- Project set-up and management, People Management, and Team Leadership: Establish project structure and procedures aligned with organizational and donor guidelines, lead and manage the project team in Cambodia, guide develop and motivate team members. Monitor systems and procedures ensuring efficient and proper use of resources and ongoing collaborating, learning, and adapting.
- Consortium Leaderships: Ensure that the project is implemented with a one-team approach, ensuring that coordination among consortium partners is streamlined and conducive to a single, coherent program. Manage project consortium, including ensuring effective communication with all partners, proactively identifying and resolving partnership issues, and ensuring cohesion throughout project implementation.
- Technical quality assurance: Ensure that the program is technically sound, evidence-based, and responsive to the needs of Cambodia and its people. Champion inclusive markets systems and public-private sector linkages
- Finance and Administration Management: Provide administrative and financial management consistent with organizational policies and procedures.
- Knowledge Development: Establish a learning agenda together with partners and teams, ensuring a shared vision of best practice and alignment with broader organizational vision. Contribute to internal and external knowledge sharing
- Expanding results and impacts of the programme: Explore partnerships to find additional commercial opportunities to expand the water and climate resilience portfolio in Cambodia, ensuring sustainability of program results and learnings.
*The Position is contingent upon award and funding.
Qualifications
We are looking for a candidate who brings the following qualifications:
- At least a master’s degree in international development, management, or fields related to water resources management and climate change.
- Minimum 15 years of professional experience leading and managing complex development programs, with experience managing Australian government programs preferred. Demonstrated experience on programs building local government and water agencies capacities highly valued.
- Previous experience coordinating programs aiming to strengthen local adaptation practices and community-based resilience to climate change, water resource management, public-private partnerships, access to WASH services, climate adaptation, and related themes.
- Previous experience coordinating consortium programs with a fund management component. (e.g. funds and subgrants to international and local CSO/NGOs) and knowledge and learning partnerships.
- Experience managing programme budget above AUD 5M/year
- Demonstrated track record in working with counterparts at various levels of government, private sector leaders, and other stakeholders in strengthening civil society engagement, capacity, and participation
- Experience in Cambodia strongly preferred, as well as other Indo-Pacific countries. Alternative or additional experience in similar contexts will be considered.
- Significant experience managing multidisciplinary and multicultural teams of professionals.
- Excellent speaking, writing, and communication skills in English.

- **Contract Duration:**2 years initial, renewable up to the duration of the programme
- Expected Start Date: The start date for this position is dependent on funding availability. While we anticipate a start date is September 2025, please note that the actual start date may be subject to change.
- Travel: travel within Cambodia with some travel to the target provinces, and occasional travel within Mekong Indo-Pacific Region.
