The Role
- Contract to 30 June 2028.
- Fully remote, work-from-home position with some travel in Australia and the Pacific.

The Team Leader is accountable for strong, strategic relationships with partner Governments, DFAT and key stakeholders, delivering on the Head Deed and Service Orders, achievement of development outcomes, and upholding the programs’ values and strategies. The Team Leader is responsible for overseeing strategic leadership and adaptive program management of economic governance programs and development service provision in Nauru, Tuvalu, Kiribati, RMI and FSM. The Team Leader has overall responsibility for leading the shared services of the Support Unit, and works closely with Economic Governance Program Directors to set annual priorities and deliver outcomes.
Partnerships Platform
- Responding to the priorities of DFAT and Partner Governments, responsible for the strategic direction of the Partnerships Platform for achievement of the Theory of Change.
- Represent the Partnerships Platform as a member of the Steering Committee and ensure secretariat services are provided.
- Act as the Support Unit focal point for DFAT Desks in Canberra, ensuring a partnership approach.
- Oversight support to DFAT Posts, ensuring the Partnerships Platform remains responsive within the scope and budgets of the Service Orders and investment criteria, ensuring regular and open communication including informing around engagements with partner governments.
- Ensure that Partner Governments, DFAT and DT Global are kept well informed with accurate and timely information to make decisions in the best interests of the Partnerships Platform and partners.
- Lead the development of Partnership Platform Annual Work Plan and progress reporting to ensure progress towards agreed outcomes and priorities, and adaptive management.
- Ensure quality implementation against agreed Annual Work Plans.
- Ensure agreed Progress Results (Key Performance Indicators) are met.
- Work closely with the Partnerships Platform leadership team to create a work environment that supports learning and cross-pollination of ideas and success strategies across sectors and countries.
- Broker and strengthen relationships and partnerships with other DFAT Programs, donors, Australian Government Partners, non-government organisations, regional organisations, private sector and industry bodies, in priority areas, for increased effectiveness of Platform inputs and outcomes.
- Provide effective leadership of the Partnerships Platform team resulting in the delivery of activities in accordance with the Partnerships Platform Service Orders, and in line DFAT’s strategic goals for the Partnerships Platform, and to meet various AHC’s expenditure targets and changing needs.
- Manage the performance of direct reports, ensuring efficient issue resolution and support. Act as an escalation point in the management of technical specialists. Ensure APAs are completed.
- Ensure the Support Unit is appropriately resourced, within budget allocations, to effectively deliver on the Head Deed and Service Order requirements.
- Ensure mainstreaming and targeting of gender, disability, and social inclusion (GEDSI) across Partnerships Platform support unit, advisory services, activities and economic governance programs.
- Oversee Partnerships Platform’s performance management through implementation of the Monitoring, Evaluation, Research and Learning (MERL) Framework and ongoing strategic risk assessment.
Economic Governance Programs (Nauru, Kiribati, Tuvalu)
- Oversight Economic Governance Programs to ensure they are delivered effectively and efficiently, delivering sustainable impact, and responding to emerging needs and represent value for money.

Selection Criteria
- Tertiary related qualifications in Public Policy, International Development or Relations, Business Management or a related discipline, or equivalent experience.
- Strong leadership, high level strategic oversight, and project management capabilities;
- Demonstrated experience in establishing effective and productive relationships with government, non-government and donor organisations in developing regions;
- High level experience in driving and implementing international development program strategies;
- Demonstrated experience with strong abilities in program/project results M&E, integration of GEDSI, and donor reporting;
- Strong interpersonal skills and the ability to cultivate and maintain productive working relationships, supporting multidisciplinary teams, ideally in cross-cultural contexts; and experience working in the Pacific region.
- Facilitation, mediation, innovation and problem-solving experience in complex environments preferred.
