About Pacific Labour Mobility Support Program
The Pacific Australia Labour Mobility (PALM) scheme is a signature initiative for the Australian Government that enables workers from 9 Pacific Island Countries (PICs) and Timor- Leste to work in priority sectors in Australia. The Pacific Labour Mobility Support Program’s (PLMSP) role is to provide the Department of Foreign Affairs and Trade (DFAT) and governments in 9 PICs and Timor-Leste with support to enable workers to access PALM scheme in inclusive ways that maximise the benefits for the workers and national economies while minimising risks from labour mobility participation. Palladium is contracted to deliver PLMSP on behalf of DFAT.
This Opportunity
The Labour Mobility (LM) Skills and Training Advisor, Timor Leste in consultati on with the Labour Mobility Unit, will be responsible for developing and implementing a program of assistance to the Government of Timor Leste, through the State Secretariate for Vocational Training and Employment (SEFOPE) to ensure that candidates in the work ready pool have the required skills and abilities for work and life in Australia on the PALM scheme in line with Timor Leste’s priorities.
This is short-term opportunity, with up to 90 days of LOE for a 12 month period.
The primary responsibilities of the advisor can be broadly described as follows:
- Consultations with the Timor Leste Government, PLMSP, DFAT and other key stakeholders to ascertain the skills development priorities in relation to preparing candidates for work and life in Australia on the PALM Scheme.
- Working closely with the Timor-Leste English Language Advisor, develop a Timor-Leste skills development for labour mobility strategy.
- In consultation with relevant stakeholders including PALM Approved Employers, undertake a training needs analysis and develop a report to inform the Timor Leste Skills Development for Labour Mobility Strategy.
- As guided by the PLMSP Engagement Manager (EM) and Program Manager (PM)- Timor Leste, consult with relevant in country training providers and undertake a thorough review of current training provision relevant to labour mobility preparation.
- In consultation with the English Language Advisor, PLMSP EM, WAFP Senior Manager, SEFOPE and other relevant stakeholders, provide a concept for a scalable “model training centre” that can be replicated in remote municipalities.
- In consultation with the English for Labour Mobility Advisor, PLMSP EM, WAFP Senior Manager, SEFOPE and other relevant stakeholders, in line with the Timor Leste Country Strategy and the overarching PLMSP Skills Strategy, develop the draft Timor Leste Skills Development for Labour Mobility Plan to outline a sustainable approach to skills development for candidate preparation for the PALM Scheme.
- As guided by the PLMSP Engagement Manager (EM) and Program Manager (PM) – Timor Leste, review Timor Leste Certificate in Labour Mobility program and provide a draft update to ensure currency and quality of qualification.
We are seeking an individual who has:
- Minimum 10 years experience in Vocational Education and at least 5 years in an international development context.
- Diploma or higher in Vocational Education, as well as experience in international development and project management.
- Proven ability to develop and present comprehensive reports and strategic plans to government stakeholders and partner organizations.
- Experience in the design, development, review and improvement of vocational education training programs, both in line with the Australian Qualifications Framework and non-accredited to suit a specific need.
- Experience undertaking training needs analysis and providing reports of recommendations to improve training resources and facilities to international standard.
- Experience in providing Capability Development in Australian, Pacific and Timorese technical and vocational education systems at both a delivery and development level.
- Demonstrated understanding of the Pacific Australia Labour Mobility (PALM) scheme, including priority sectors and its relevance to Australian Government priorities, including broader skills investments.
- Experience working with development initiatives in the Pacific, with a strong understanding of Gender, Equality, Disability & Social Inclusion (GEDSI) and localisation concepts and issues.
- A demonstrated ability to build respectful, productive and sustainable working relationships with a variety of stakeholders in Australia, the Pacific and Timor Leste (including partner government, civil society and the private sector) and working together to achieve results.
