Job Description:

SOLIDARITÉS INTERNATIONAL (SI) has been operating in South Sudan since 2006, conducting activities in emergency and post emergency context, particularly in rural and semi-urban areas, including refugees/returnees and IDP camp settings.

About the mission

Context:

Food insecurity is one of the highest in the world due to recurring shocks (consecutive years of widespread flooding, conflict-based displacement), and an ongoing protracted macro-economic crisis.
The country also faces cholera outbreaks on a yearly basis, has very limited sanitation coverage and safe water access remain a challenge for most of the population.
On top of these chronic situations, South Sudan has been highly impacted by the war that started in Sudan in April 2023. By end of 2024, more than 1,000,000 people had entered South Sudan, the vast majority entering through the Joda/ Wunthow border point in Renk County, Upper Nile State (northern part of South Sudan).
More recently, resurgence of internal tensions have led to heightened conflict and analysts are worried that the peace conditions offered by the Peace Agreement may not hold.
As a result, 9,3 million are in need of humanitarian assistance as of 2025.

SI sectors of intervention:

The portfolio includes both WASH & FSL activities. SI’s expertise in running emergency WaSH intervention is highly acknowledged by all WaSH actors and donors and has been one of the first responders of the cholera response.

Areas of operation:

SI is present:

In Upper Nile, SI has an office in Malakal and a sub-office in Renk. The field office in Renk has been set-up to support the ongoing response to the Sudan Crisis and to ensure constant monitoring and rapid access to affected communities. SI’s long term presence in Upper Nile enables the organization to ensure proper coordination with other key players on the ground in order to provide a high-quality response and avoid duplication of efforts. The response has focused on cholera since November 2024 while maintaining life saving WASH services for returnees and refugees in the two main transit centres of the country.
SI has recently closed its operations in Unity but is looking at starting interventions in Northern Bahr-El-Ghazal (Aweil): base opening planned for spring 2025.
In addition, SI has a rapid emergency team based in Juba, who is being deployed following Rapid Needs Assessment in flood, epidemic or conflict induced displacement in the country.

Size of operations:

In 2025, the mission’s estimated budget is around USD 5+ million, and there are 70+ employees. This is the result of a scale-down following US funding cut in 2025 that are finally relaunched.

Size of the team: 2 supervisors (one per team) to manage. Reporting to the Country Director with functional managers the Logistics, Finance and HR Coordinators. Total size of the EP&R team, 11 employees.

General Objectives: The Head of Base – log admin manager will be in charge of the support departments for the EP&R team and ensuring the security of the team on the ground as well the external representation as needed. EP&R stands for Emergency prepardness and response, it is a team that is deployed for up to 2 months on remote areas to answer to alerts (floods, epidemics, IDP influx…). SI has 2 deployable teams. Each team has a log admin supervisor. The Head of Base Log admin manager will coordinate the teams and ensures their purchases, transport, fleet, cash, accountancy and HR processes. He/She will be the link with the support coordination and the security in Juba. The resource will also be tasked with the revision and development of the necessary tools, SOPs, policies and guidelines for the EP&R team to ensure the necessary flexibility and controls are in place for the programme. The person will also be in charge of assessing security situation s and ensuring engagement with local actors on the ground.

Issues and Specific Challenges:

A new position aimed at correcting the current effect of distance/remoteness of the team and lack of manager level for support. It aims at providing enhanced split of responsibilities between program & support. The EP&R team are most of the time on the field, with often communication challenges so the Head of Base – log admin manager will have to support the launching and deployment of the teams in the field for each deployment while then supporting as back office support to plan intervention in advance to limit the last minute emergencies. The holder of the position will be the focal point for Finance, Logistics, HR and security/liaison and will need to coordinate with all departments accordingly. The position will also coordinate with other consortium members, both international and national to streamline processes and share the required information when needed.

Priorities on the 2-3 first months:

Structure the support department
Review, Improvement and Implementation of processes and SoPs (in coordination with the Consortium members)
Implement proper communication channels internally and externally
Train new team member
Capacity development of existing staffs

Security Constraints: In the field: conditions will vary based on location of deployment, but access to the field is a key condition for activities to happen. Locations are generally remote with curfew at dark hours.
Juba: There is an internal curfew at night for international staffs – different zones are set (7-9-10PM). Curfew can be reduced based on security updates (as has been the case recently)
The situation in South Sudan is volatile at the moment, please document yourself before applying. Some organizations have reduced their expat presence in country accordingly. SI is adapting the set up in real time as context evolves

Living Conditions: In the field, living conditions depend on locations of deployment and can be extremely precarious. Person should be ready for a bit of "camping" eventually.
In Juba: Living in a shared guesthouse with other international staff.
Individual room in the guesthouse, with electricity 24/7 and generator during specific time.
Juba, as the capital of South Sudan offers a good variety of markets, supermarkets, restaurants, and bars.

Diploma: Business Administration, International Relations, Political Sciences

Experience:

3-4 years the humanitarian sector

3-4 years in a similar position

Technical Skills:

Knows SI process and tools desirable

Experience working with emergency teams or at least volatile/remote context

Microsoft Office

Transversal Skills:

Organisation – priority management

Communication – The person needs to communicate clearly and on time between the different departments and teams

Autonomy & Rigorous

Critical and practical thinking necessary, capacity to adapt to changing situation and emergency while keeping long term strategy in mind

Languages:

  • Fluency in writing and speaking English (mandatory)
  • Arabic desired

A salaried position:

According to experience, starting from EUR 2310 gross per month (2100 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 700.

SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.

Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
