Job Purpose:

The supervising engineer will be responsible for supervising and following up on the implementation of all engineering works in the school rehabilitation project in Syria, ensuring that the works are carried out with high quality and in accordance with the objectives of the project, and ensuring documentation and implementation in accordance with the requirements of management and donors.

He/She will also be responsible for preparing the necessary reports that reflect all the achievements and challenges faced in implementation.

Duties & Responsibilities:

• Supervising the progress of the implementation of engineering works related to the rehabilitation of schools and sewage networks, and ensuring the quality of the work performed.
• Preparing the necessary area books to calculate the quantities completed for the works according to the bills of quantities and adjust them with the contractual quantities.
• Preparing tracking files for the executed quantities and updating them on a daily basis and preparing the necessary statements to disburse the executed works in accordance with the approved procurement policies.
• Verifying the preliminary studies of the engineering works in the project, and contributing to their development and modification if necessary.
• Preparing any engineering studies or proposals for new engineering projects and activities in coordination with the direct manager.
• Review the design of work plans with the project coordinator in accordance with the specific and timely project objectives.
• Ensure that project worker files and activities are properly documented throughout the life of the project in formats that comply with the requirements of the organization, donors and partner.
• Prepare the required reports related to the project, program, donors and partners.
• Internal communication and organization of information on the implementation of project activities on a regular basis between field teams and cooperation with relevant departments (programs – logistics – monitoring and evaluation proposals).
• Maintain a positive, continuous and clear presence of the enterprise, as well as build and develop good relationships with partners, local authorities and stakeholders.
• Providing the necessary technical support in developing plans and studies for development projects that achieve integration between the water and shelter sector and other regulatory sectors.
• Solving the emergency problems facing the project and addressing them according to the regular methods and in coordination with the project coordinator in Syria
• Networking and holding periodic meetings with representatives of the local community to facilitate work and take feedback for improvement and development
• Adhere to the Code of Conduct and the Organization’s policies related to the protection of children’s rights and the prevention of sexual exploitation.
• Ensuring that accountability and safeguarding procedures are adhered to and followed, and that any observation is reported.
• Preserving the dignity of the beneficiaries and not causing any harm.
• Respecting and applying all principles of protection from sexual exploitation and abuse and the child protection policy, and the obligation to report any incident of sexual exploitation or abuse or any breach of the protection policy.
• Adhering to all Ghiras Al-Nahda organization policies and abiding by administrative orders and disciplinary procedures in the event of any violations.
• A pledge to abide by the zero-tolerance policy adopted by the Ghiras Al-Nahda organization in cases of sexual exploitation and abuse, and immediate reporting in the event of any violation in this regard.
• Executing any other tasks assigned to him/her by the line manage within the scope of work.

Qualifications, Skills, and Experience

• Bachelor’s degree in Civil Engineering or equivalent (Architecture, Environment, Mechanics, Electricity,… etc.)
• Minimum two years experience working on projects in non-profit organizations.
• Experience of at least Five years in construction, rehabilitation, and shelter projects
• Strong experience in the project life cycle, preparing periodic and progressive completion reports
• Very good computer skills in Microsoft Office, especially Word, PowerPoint, and Excel.
• Ability to teamwork, direct, coordinate, follow up, and start developing projects.
• Good proficiency in effective communication and acting skills (oral and written).
• Analytical and problem-solving skills, a high degree of negotiation skills
• Proficiency in working on the AutoCAD engineering program

Preferred Skills/Added Values:

• Work on Civil3D
• Availability of experience working on SAP2000 program for structural analysis.
• Proficiency in working on Google Earth
