The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces and marginalize population in south of Thailand.
The Protection and Empowerment Program is composed of the Protection and Legal Assistance Center Program, Women Protection and Empowerment Sector, Livelihood Sector, Emergency Response, and DRR project. Implementation of the Protection and Empowerment program works with refugees in 7 refugee camps and another group of displaced populations along the Thailand and Myanmar border on both sides and marginalized populations in southern Thailand to achieve Safety, Power, and Economic well-being outcomes of the IRC Strategy100.
Job Overview/Summary:
The Senior Protection Manager will be supervised by the Protection and Empowerment Coordinator. The Senior Protection Manager will lead two components of the Protection and Empowerment Program, including 1) managing the SIDRRA project on inclusive DRR in Pattani, Yala, and Narathiwat (80%) and 2) supporting the implementation of activity of the protection and empowerment program in the other side (20%). The Senior Protection Manager will be based in Pattani Province with a home base and will be required to travel to Tak, Maehongson, Ratchaburi, and Kanchanaburi Province.
Program Management
- Take the lead in managing the SIDRRA project, ensuring that it is implemented in accordance with the project strategy, IRC Strategic Action Plan, and rights-based approach. Ensure that all project activities are implemented in line with the work plan, project indicators, and the project’s strategy and properly documented.
- Provide supervision and daily technical supervision to the protection project team.
- Ensure that relevant data are collected according to the monitoring and evaluation integrated plan and framework.
- Work closely with the M&E Manager to set up the M&E system for the project and ensure that all relevant staff of the Protection Team receive training and clearly understand their role and responsibility in M&E.
- Ensure appropriate financial planning, monitoring, oversight, and efficient resource use in compliance with donor and IRC regulations.
- Responsible for developing a spending plan and ensuring project spending is on track and aligned with IRC and donor compliance.
- Responsible for developing program reports related to the SIDRRA project and ensuring the program report was submitted according to the timeline and met minimum report quality requirements.
- In coordination with IRC’s operation department to ensure the project receives support for program implementation.
- Work closely with the Senior Protection and Empowerment Coordinator and Protection and Empowerment Coordinators Take to review tools and capacity-building plans regarding case management and MHSPP and provide technical contributions to finalizing them.
- Work closely with the Senior Protection and Empowerment Coordinator and the Protection and Empowerment Coordinators for Social Work in Crisis to initiate action to develop a strategy proposed to the IRC’s senior management on Social Work in Crisis.
Partnerships and Coordination
- Support the Protection and Empowerment Coordinator in managing and monitoring sub-grantees and partners.
- Support the Protection and Empowerment Coordinator in managing relationships with partners in coordination with IRC’s Program and Grants unit, including with other IRC sector coordinators. Promote partner relationships based on principles of mutual trust and respect, mutual accountability, reciprocity, inclusion, and transparency.
- Ensuring that technical and mentoring is tailored and responsive to the needs of partners and identified through joint assessment and monitoring activities. Set out and develop individual capacity development plans for partners by engaging with appropriate staff from partner organizations.
- Support the Senior Protection and Empowerment Coordinator and Protection and Empowerment Coordinators in coordinating with Thai local authorities and universities in Thailand, particularly on areas of violence prevention and response in Thailand.
- Work with the IRC sector leads and coordinators to ensure that protection activities are coordinated and integrated with other sectors, including by incorporating protection principles into program interventions.
- Representing the IRC’s project effectively and professionally to external stakeholders, including project partners and donors

The position directly supervises the senior Social Worker, the senior Disaster Risk Reduction Officer, the Senior Program Officer, and the Driver for the SIDDRA project.

Department under the Ministry of Social Development and Human Security and the Department of Disaster Prevention and Mitigation at the national and provincial level, UN agency, and university.
Job Requirements:
- Post-graduate degree in social work, humanitarian work or a related field. Graduating from Social Work is a preference.
- Demonstrated work experience in program management; experience in managing DRR and Protection projects is preferred.
- Experience working with civil society partners and/or community-based organizations on capacity building/organizational development is essential
- Strong organizational, interpersonal, and communication skills, including the ability to design and deliver training, facilitate workshops and lead meetings/dialogues
- Able to work independently while being a strong team player; culturally sensitive with the ability and interest to work with multi-ethnic, multi-language and multi-cultural team
- Good management skills; competent in Windows, MS Office programs, emails
- Fluency in spoken and written English and Thai language required; Burmese and Karen is a plus
- Able to travel regularly along the Thailand-Myanmar borders and able to travel to refugee camps and other project areas on a regular basis.
