Caritas Switzerland is one of the leading Swiss NGOs in the field of poverty reduction in Switzerland and abroad. International Cooperation programs focus on humanitarian aid, income generation, climate change, and migration. Within the Ukraine Country Programme, Caritas Switzerland implements its response through local partners, embracing a localization approach and focusing on delivering technical value to project management.
Caritas Switzerland established its Ukraine Country Program (UCP) in the first days after Russia’s invasion of Ukraine in February 2022. Caritas Switzerland’s UCP works through our Caritas partners in Ukraine – Caritas Spes and Caritas Ukraine – taking the localization of aid approach in its response, and focuses on bringing technical value-added, especially in the fields of protection, MHPSS, shelter, livelihoods, and technical capacity-building.
Caritas Switzerland launched the Recovery and Empowerment through Market Access and Resilient Economic Transformation (REMARKET) Project in Ukraine – together with its local implementing partners in August 2024 and it is due to end in July 2027. It was designed to empower Ukrainian communities by enhancing market access and economic opportunities for IDPs, returnees, and host community member while strategically focusing on three core markets: honey, light manufacturing, and food processing.
Leveraging the Triple Nexus and Market Systems Development (MSD) approaches, the project aims to deliver immediate support while establishing a foundation for long-term economic and social development. Building on the successes of previous pilot initiatives by Caritas Ukraine and Caritas Spes Ukraine, the REMARKET Project transitions from direct aid to sustainable livelihood enhancement, eventually evolving into a market facilitation intervention. It integrates humanitarian, development, and peacebuilding strategies to strengthen household resilience, support MSMEs, and deliver targeted vocational education and training. In its next phase, the project plans to adopt a more MSD-centric approach, fostering long-term income generation, economic stability, and social cohesion within affected communities.
Purpose
Caritas Switzerland is seeking a dynamic and experienced professional to ensure the effective and efficient implementation of all activities within the REMARKET Project, applying a comprehensive project cycle management approach. The primary objective of the Senior Project Manager is to lead a sustainable and impactful project that not only enhances livelihoods but also promotes income generation, particularly among vulnerable populations affected by the conflict in Ukraine. Aligned with the Caritas Switzerland/Ukraine country strategy, the Senior Project Manager will ensure that project activities respond to the needs of target groups, while supporting partners in integrating sustainable development practices into their work. The role also involves strengthening the capacities of partners in Livelihoods, the Triple Nexus, and MSD, enabling them to replicate these approaches in their own initiatives across Ukraine. This includes fostering partnerships with the private sector and local actors, integrating Triple Nexus and MSD methodologies, and guiding the transition toward long-term economic stability and social cohesion.

Travel: Travel, if required, throughout Ukraine is subject to security approval.

Reporting lines: REMARKET Project Consultants: Conflict Sensitivity Advisor, Communications Officer, Marketing and Communications Advisor
Key interfaces: Finance and Operations Manager, Project Coordinator, MEAL Coordinator, Income and Livelihoods Advisor, Gender and Social Inclusion Advisor, MHPSS Advisor, Conflict Sensitivity Advisor, Marketing and Communications advisor, Project Managers of partner organizations
Terms: Service Contract. The Senior Project Manager will be paid monthly. Applications are open to Ukrainian nationals only.
Key Responsibilities
- Project Management
- Develop and oversee project’s operational plan, budget, and yearly reports
- Monitor the project progress towards its objectives and adjust as necessary.
- Manage the project through partnerships with local implementing partners
- Assist in the development of project plans, schedules, and work plans to ensure project progression.
- Prepare detailed reports on project activities, outcomes, impact, and best practices.
- Stakeholder Engagement and Partnership
- Facilitate the knowledge building and sharing, ensuring the best practices and lessons learnt are disseminated across the project.
- Act as a liaison between the Caritas Switzerland REMARKET Project team, implementing partners, and Caritas Network members, ensuring effective communication of project status and fostering strong collaborative relationships.
- Represent Caritas Switzerland in Project Steering Committee meeting
- Manage administrative tasks for project activities
- Establish and maintain strong relationships with the private sector, implementing partners, key stakeholders, and community groups.
- Collaborate with various CSOs, NGOs, and donor agencies to maximize the impact of the REMARKET Project.
- Capacity-building and Resource Management
- Support in capacity building of partners in value chain development, livelihood programming, and resource management.
- Ensure efficient use of funds and resources to achieve program objectives.
- Engage with target groups – MSMEs and community members – to understand their needs and challenges.
- Develop interventions that are tailored to the specific context of the communities.
- Provide guidance and support to ensure partners are aligned with the project goals.
- MEAL Support
- Evaluate the impact of the REMARKET Project and contribute to the development of new initiatives.
- Monitor the project progress in close collaboration with the MEAL Coordinator and Livelihoods Technical Advisor.
- Support the maintenance of project quality standards
- Identify and coordinate the risks with the REMARKET Project team and support identifying the mitigation strategies.
- Financial Oversight
- Manage the project budget, ensuring funds are allocated and spent efficiently in line with CACH financial guidelines
- Ensure financial compliance with donor requirements and CACH policies
- Assist with resource allocation and planning, in close collaboration with the partner.
Mode of cooperation and deliverables
The Senior Project Manager will agree on work plans with the superior monthly and quarterly. He/she will be requested to keep the line manager informed about activities undertaken and progress made.
Competencies and Qualifications
Education
- A minimum of a bachelor’s degree in business administration, economics, international development, or related field.
- Certification in Project Management is highly desired (PMP or PRINCE2).
Professional Experience
- At least seven years of experience in project management, particularly in areas related to economic development, finance, business development or agriculture.
- At least five years of experience working in (I)NGOs in Ukraine or abroad in humanitarian or development sector.
- Proven track record of successfully managing large-scale projects in Ukraine funded by international donors/organizations.
- Experience working with private sector, banks, or SMEs in Ukraine, with the focus on developing marketable products for different segment of populations.
- Demonstrated experience in project proposal writing, planning, M&E, and implementation phases, with proven experience in managing funds from various donors
- Substantial experience and knowledge of effective financial and budgetary control and managing grants through coordination with local partners.

- Proficient in project planning, budget management, and monitoring and evaluation, ensuring project deliverables align with goals and objectives.

- Effective communication and stakeholder engagement skills to liaise with various partners, including government officials, and international donors.
- Excellent experience facilitating and encouraging effective team communication and team working spirit, as well as writing project reports and status updates.
- Ability to plan and manage time, multi-task and delegate tasks.
- Able to work in unstable, rapidly changing, and insecure environment.
- Assertive communication skills with exceptional writing and presentation skills.
Desirable : Knowledge of Excel, PowerBI, Kobo Toolbox, Tableau and other IM platforms.
Contextual knowledge and vision
- Deep understanding and knowledge of the Ukrainian context, particularly dynamics affecting IDPs, returnees, and host communities.
- Familiarity with the local business environment and market conditions is crucial. (Ideally in one of the REMARKET strategic sectors)
- Ability to adapt strategies in rapidly changing environment and offer solutions.
- A strong commitment to the REMARKET Project vision.
Language Requirements
- Native level written and spoken Ukrainian.
