Position: RACPA Communications Consultant
Reports to: Director, Climate and Forced Displacement
Organization: Jesuit Refugee Service Asia Pacific (JRSAP)
Location: Bangkok, Thailand and Bohol, Philippines
Consultancy period: 15 June-31 July 2025

Background:

The Jesuit Refugee Service (JRS) is an International Catholic agency with a mission to accompany, serve and defend the rights of refugees and forcibly displaced people. The style of service is direct and personal, working in situations of greatest need, seeking the long-term well-being of refugees and displaced persons, while not neglecting their immediate or urgent needs.

In Asia Pacific, JRS is present in eight (8) countries . JRS Asia Pacific serves forcibly displaced persons including asylum seekers, refugees, and internally displaced persons throughout urban and rural areas. The main areas of work include education, psychosocial services, peace and reconciliation, livelihoods, climate-induced displacement, and protection issues. Since July 2023, JRS has been implementing the project, “Research and Advocacy for Climate Policy and Action (RACPA)”, with the overall goal of increasing climate resilience of displaced and vulnerable coastal and island communities in Indonesia and the Philippines.

Purpose:

The Communications consultant is tasked to develop communications materials and platforms of the RACPA project to highlight the plight of vulnerable island and coastal communities displaced or facing displacement due to climate change impacts.

Key outputs and activities:

Output 1: Video documentation (the Philippines)

  • Lead the development and production of a video that features the drivers and impacts of climate change on the island Barangay Nocnocan, Talibon, Bohol (Philippines) including among others, human mobility and displacement narratives
  • Develop a project implementation workplan that is coordinated and agreed with the Environmental Science for Social Change (ESSC), the RACPA implementing partner in the Philippines
  • Arrange own travel plans and itineraries in coordination with ESSC
  • Submit a final video output that has been reviewed and agreed with RACPA consortium based on the specific conditions of the consultancy output

Output 2: Microsite and social media platforms (Thailand)

  • Improve the design and content of the existing microsite of JRSAP focusing on climate and displacement. Please visit our website: https://apr.jrs.net/en/jesuit-refugee-service/
  • Develop a demonstrated feasible plan to improve visibility and interconnectivity of JRSAP social media platforms (FB, Instagram, YouTube)
  • For consultants not based in Bangkok, one (1) in-person review of draft final output/s with JRSAP team will be required. For consultants based in Bangkok, in-person and remote sessions will be discussed accordingly.

Conditions:

  • Individual or group of individual consultants may apply to produce the two (2) outputs. Please identify clearly in your application letter which outputs are covered in your application and the estimated total cost you are asking.
  • Please note that the deadline of all final outputs is July 31, 2025.
  • Details of financial agreements will be discussed with short-listed candidates; remuneration depends on the status and qualifications of the successful individual or group applicants.
  • Consultants must be able travel to vulnerable or remote locations in the Philippines and/or Thailand. JRSAP will not provide financial, logistical and documentary support for visa and work permit to consultants except for the agreed consultancy contract.
  • Ability to work successfully in a multi-cultural and multi-faith environment and able to deal with challenging field contexts
  • Agree to sign JRSAP and RACPA consortium standards on Safeguarding, Care for Common Home Guidelines, Code of Conduct
