Role Purpose: The Public Health Manager (PHM) will be responsible for overseeing all Hope for Haiti community health programs, including: public health network, mobile clinics, WASH and nutrition programs. The PHM is passionate about working in remote and rural communities and is always ready to serve those in need and lead community health programs that are aimed to educate, prevent diseases and improve the overall health services and programming at the community level. The PHM will also focus on supporting and evaluating existing programming, staff training and development and strategic planning for future interventions.The PHM will directly supervise the public health staff including the Public Health Coordinator, Public Health Nurse(s), Community Health Nurse(s), WASH Technician and mobile clinic team, and provide his/her public health expertise to develop community based curriculum and programming throughout the year. This position will also require collaborating with other healthcare providers and partners in the field as well as identifying opportunities to position the Healthcare program as a leader in the Greater South of Haiti.

Major Responsibilities:

  • Support technical design, oversight, and monitoring of activities for the community health program (lead strategic planning activities, develop program SWOT, monitor KPIs);
  • Manage Hope for Haiti’s Public Health Program, including supervising training; site visits, coordinating monthly events, point-of-contact for all major related grants;
  • Coordinate mobile clinics in Hope for Haiti partner communities or other key areas and provide timely reporting and follow-up care as needed at the ISE (scheduling, coordinating specialists, reporting, medical supplies and medications preparations and day-off support);
  • Coordinate HFH’s Nutrition program for children six months to five years old in collaboration with medical staff, MEAL staff, MSPP/DSS and other key stakeholders;
  • Develop school nutrition programs in coordination with the Education Manager and local farmers to create sustainable and nutritious feeding programs;
  • Oversee the operation and administration of a vaccination program across nine designated sites;
  • Act at the point for major Healthcare Partners that provide community health services by providing quarterly updates, reporting and financial transfers;
  • Identify key requirements for cross-functional teams and external vendors;
  • Develop and manage budget for projects and be accountable for delivering against established business goals/objectives;
  • Participate in the comprehensive evaluation of public health sector challenges within communities, local authorities, and other stakeholders, and assist in developing initiatives to systematically enhance capacities.

Quarterly and Annual KPIs / Deliverables:

  1. Complete a minimum of one monitoring visit per Public Health and major Healthcare Partners per fiscal year to create and complete monitoring form, talk with beneficiaries, take photos, make recommendations and collect data;
  2. Maintain a database of Public Health beneficiaries including CHWs, students, parents and community members that can be used for strategic planning, storytelling and reporting;
  3. Actively search for new public health partnerships, including registration with MSPP;
  4. Complete a community assessment for all 24 partner communities;
  5. Quarterly impact stories and photos on Public Health and Mobile Clinic programs;
  6. Quarterly/Monthly grant reporting including data, stories and photos for major grants and reports;
  7. POC for all community health related donor trips including creating itinerary, providing translations English to Creole, Creole to English and facilitating trip logistics;
  8. Formal, written SWOT analysis of Community Health Programs;
  9. Annual review and updates of Public Health curriculum;
  10. Three year strategic plan, including methodology for Public Health Programs;
  11. Other tasks as requested by the supervisor.

EDUCATION / EXPERIENCE

  • Bachelor’s degree in International Development, Global Health, Public Health, Social Studies or equivalent is required; Master’s Degree preferred.
  • 5+ years work experience in the international development or health services field. Three years of management experience preferred;
  • Good communicator with strong organizational, time management and analytical skills;
  • Excellent interpersonal, cultural and diplomatic skills;
  • Fluency in French or Haitian Creole and English, spoken and written, is required;
  • Superior writing and editing skills. At least two year of previous experience preparing donor reports, grants, stories and data;
  • Demonstrated experience in grants management or program development is required;
  • Demonstrated ability to design and implement strategies that employ evidence-based approaches to meet project targets, especially under rigorous timelines;
  • Experience working and collaborating with diverse sets of stakeholders, such as local NGOs, government officials, donor representatives, and international staff;
  • Knowledge of participatory approaches and tools for community planning, monitoring, and evaluation;
  • Embrace technology like Google Workspace, Asana, Zoom, CommCare and willingness to learn new skills as required by this position;
  • Prior professional experience, preferably in Haiti in a post-disaster and/or disaster setting.
