Background:
The World Health Organization (WHO) is in the process of identifying providers consultancy services for Vaccine Impact Assessment and Development of An Investment Case for the Immunization Program in Uganda.
It is imperative for immunization programs to develop investment cases that quantify the national-level costs of treating Vaccine Preventable Diseases (VPDs), the costs of VPDs burden on the economy, the costs of interventions to prevent and control VPDs, and the return on investment (ROI) of those interventions. This is especially important for Uganda, which is contending simultaneously with a moderate to high burden of infectious diseases, including HIV, tuberculosis, malaria, as well as malnutrition and maternal and perinatal conditions. Furthermore, given that current changes in the global financing landscape, the need to demonstrate impact and make a strong case for domestic financing for the immunization program has surged to the fore.
Objectives:
The overall objective of this assignment is to generate evidence that demonstrates the impact of the immunization program in Uganda and to put together a compelling case for sustainably financing the immunization program taking into consideration the transitioning agenda.
The specific objectives of this assignment are:
- To estimate the economic burden (direct costs, indirect costs and intangible costs) of VPDs on the economy;
- To estimate the total cost (intervention costs, health systems costs, cost of inaction) of immunization interventions required for VPDs;
- Estimate vaccine health impact/effectiveness (e.g. deaths averted, healthy life years gained, QALYs/DALYs, impact on AMR, decline in morbidity, trend for under 5 mortality, etc) resulting from immunization interventions;
- To estimate the economic benefits/impact (e.g. cost savings, productivity gain, social value of lives, etc) resulting from immunization interventions;
- To calculate the return on investment (ROI): the value of the benefits compared to the cost of interventions displayed as a cost-benefit ratio.
- Develop an advocacy brief drawing from the results of objectives 1-5
The WHO Uganda Country Office wishes to invite eligible research/consulting firms to submit bids for the provision of consultancy services for Vaccine Impact Assessment and Development of An Investment Case for the Immunization Program in Uganda.
