1.Introduction
Habitat for Humanity (Habitat) Jordan is a non-profit organization working to provide decent affordable shelter to low-income families. Operating in Jordan since 2002, Habitat Jordan’s mission is to eliminate housing poverty; to achieve the vision of a world with no poverty housing and homelessness, and to making decent housing a matter of conscience and action for all. To date, Habitat Jordan has served over 9,000 households (approximately 45,000 individuals) through building over 420 homes, rehabilitated over 900 homes, and repairing over 8,000 homes. This work is complemented by providing essential support and rehabilitation to communal infrastructure.
Habitat for Humanity Jordan focuses on green home priorities, which include implementing energy-efficient and water- conserving housing solutions and providing training in green building technologies, materials, and designs through the current three-year project, "Promoting Green, Sustainable Households in Low-Income, Vulnerable Households & Communities across Jordan." aiming to demonstrate that all households – regardless of income levels, can build or retrofit their homes to reduce household energy consumption and to adapt to a changing climate with focus on the most vulnerable Jordanian and Syrian refugees, such as the elderly, People with Disabilities (PWDs), as well as female and child-headed households.
The project aims to achieve three main outcomes:
- Vulnerable Jordanian households are provided with green, inclusive, and sustainable housing.
- Vulnerable households (Jordanian and Syrian) have their shelter security improved, their climate resilience strengthened, and their energy consumption reduced.
- The targeted neighborhoods and communities have a better understanding of energy efficiency and climate resilience at a household level.
2. Purpose of the Evaluation
The evaluation will broadly assess the relevance, effectiveness, coherence, efficiency, impact, and sustainability of Habitat for Humanity Jordan’s project as described above.
Using a mixed-methods approach to data collection, the evaluation will identify and analyze key challenges, lessons learned, successes, and best practices to inform HFH Jordan’s forward strategy and future programming.
Specifically, the evaluation will aim to:
- Assess the sustainability and effectiveness of project interventions implemented during the initial and middle phases of the project.
- Measure how interventions contributed to improved shelter conditions, energy and water efficiency, and climate resilience.
- Gather qualitative feedback from beneficiaries—particularly those supported over the three project years—to determine long-term impacts and opportunities for improvement.
- Evaluate the relevance of the project’s approach in addressing the needs of vulnerable groups, including women, persons with disabilities (PWDs), the elderly, and refugee populations.
- Inform the design of future project phases and recommendations through evidence-based findings.
The final evaluation methodology will be co-designed and agreed upon by the selected evaluator(s) and Habitat Jordan to ensure it is contextually appropriate and aligned with project goals.
3.Roles and responsibilities
The consultant will:
- Draft an inception report, detailing the methodology stakeholders to be interviewed, tools to be developed, time frame for the evaluation
- Will be responsible for managing the full evaluation process, including designing and carrying out the evaluation, drafting the final report and debriefing the project team and key stakeholders.
- Liaise with Habitat Jordan & Habitat International staff throughout the process, providing weekly updates and seeking their input and advice where necessary.
Habitat Jordan (and Habitat International) will:
- Provide all required background materials and program data / information to the consultant
- Provide feedback on the inception report and co-create the final proposed research methodology, the information gathering techniques and the suggested target sites
- Support logistics for the evaluation team where necessary and facilitate contacts with key beneficiaries and line ministries
- Provide guidance and feedback throughout all phases of the program evaluation execution.
4.Expected Deliverables
The following deliverables are expected:

Inception report: The Evaluator will prepare an inception report which details proposed evaluation questions, the detailed methodology and process, and deliverables.

Draft Evaluation report: The Evaluator will prepare a draft Program Evaluation Report. The report will outline the deliverables as agreed on in the inception report, covering both Habitat Jordan’s program pillars. The report should outline findings categorized into relevance, effectiveness, coherence, efficiency, impact and sustainability, outlining successes, challenges, lessons learnt and recommendations for future programming.
Habitat Jordan willreview the draft report, ensuring the evaluation meets the required quality criteria. Comments will be provided back to the consultant within 10 days after the reception of the Draft Report.

The final report (20 to 30 pages): The final report, incorporating comments from Habitat Jordan and other Habitat International stakeholders will be submitted according to a mutually agreed timetable. The content and the structure of the final should include the following (with the final structure to be mutually agreed with the successful consultant:
- Executive summary (1-2 pages)
- Introduction (1 page)
- Description of the evaluation methodology (2-3 pages)
- Outline of program outputs achieved (1-2 pages)
- Analysis of program pillars with regards relevance, effectiveness, coherence, efficiency, impact, sustainability, and partnerships (5-10 pages)
- Key findings, including best practices, lessons learned & recommendations to inform future programming (3-5 pages)
- Conclusion and recommendations (1-2 pages)
- Appendices: data visualizations, terms of reference, field visits, people interviewed, documents reviewed
5.Skills and Experience
- Extensive expertise (10+ years), knowledge, and experience in the field of evaluation of development programmes with INGOs;
- Proven experience in evaluating shelter, climate resilience, or energy efficiency projects, preferably in humanitarian or development settings.
- Broad understanding of Shelter & Settlement needs across Jordan;
- Strong background in qualitative and quantitative research methodologies.
- Knowledge of green building practices, housing policy, or sustainable construction in the MENA region.
- Familiarity with community-based programming and inclusive development (gender, disability, refugee inclusion).
- Experience working with vulnerable persons, ability to respect the beneficiaries’ culture and beliefs and the ability to treat all people equally;
- Personal capabilities: Team work, flexibility, integrity, conflict resolution capabilities;
- Strong interpersonal and communication skills;
- Experience with and aptitude for working with children and families;
- Self-directed and able to take initiative;
- Able to work in a fast-paced environment and comfortable with rapid change;
- Flexibility and willingness to cover other tasks related to the position as needed;
- Commitment to Habitat Jordan policies on promoting gender equality and diversity in the interests of marginalized people.
6.Expectations of the consultant:
- Sign the HFHI Safeguarding Policy, Protection Policy and Code of Conduct and abide by the terms and conditions thereof.
- Not smoke except in designated smoking areas, and must not smoke when any child or beneficiary is present;
- Wear HFHJ identification at all times during working hours;
- Not use mobile phones for any reason while in the presence of beneficiaries;
- Not take any photos or videos of beneficiaries unless prior agreement with Habitat Jordan;
- Not share photos or identifying information related to beneficiaries with another person or on social media, unless it is first made public by Habitat Jordan;
- Not use language or behavior towards beneficiaries that is inappropriate, harassing, abusive, sexually provocative, demeaning or otherwise inappropriate;
- Immediately report any concerns or allegations of abuse;
- Not exchange any contact information such as phone numbers or social media with beneficiaries;
- Refrain from any physical punishment or discipline of children;
- Wherever possible, ensure that another adult is present when working in the proximity of children;
- Not engage in any transfer of money in the presence of other beneficiaries or fellow volunteers.
7.Timeframe for the Evaluation Process
The total number of working days will be determined during the contracting phase, with an estimated range of 25–30 days over a two-month period. Upon successful recruitment, Habitat Jordan and the consultant will mutually agree on the final timeline and work schedule.
