1. ORGANIZATIONAL CONTEXT AND SCOPE:
The Bali Process on People Smuggling, Trafficking in Persons and Related Transnational Crime (Bali Process) is a non-binding and state-driven process involving 49 members (countries and international agencies), including the United Nations High Commissioner for Refugees (UNHCR), the International Labour Organization (ILO), the International Organization for Migration (IOM) and the United Nations Office of Drugs and Crime (UNODC), as well as a number of observer countries and international agencies who participate in this voluntary forum.

The Regional Support Office of The Bali Process (RSO) was established in 2012 to facilitate the operationalization of the Regional Cooperative Framework (RCF) to reduce irregular migration in the Asia and Pacific region. The RSO aims to support and strengthen practical cooperation on refugee protection and international migration, including human trafficking and smuggling, and other components of migration management in the region. The RSO is co-managed by the Australian and Indonesian Governments.

2. RESPONSIBILITIES AND ACCOUNTABILITIES
Reporting to the RSO Co-Manager (Australia), the Consultant is expected to perform the following
tasks during the period covered under this contract.
2.1 Strategy and monitoring
• Keep abreast of latest developments on trafficking in persons and related policy developments regionally and globally, with the objective of aligning RSO activities to support Bali Process Member States (BPMS) counter-trafficking efforts and identified needs and priorities.
• Maintain and develop strategic partnerships and serve as the RSO focal point for Countering Trafficking In Persons (CTIP) with regards to project implementation, and through technical guidance and expertise.
• Lead delivery of the countering trafficking in persons elements of the RSO 2024-2026 Work
Plan and keep the RSO Programme Coordinator and Co-Managers updated with progress,
including monitoring and oversight.
2.2 Programme coordination and management
• Actively propose, prepare and submit Concept Notes for consideration by the Programme Coordinator and Co-Managers, to support the establishment of projects, delivery of activities, and curricula and resource development that can support BPMS efforts in countering trafficking in persons. Develop and maintain work plans, budgets, implementation strategies, and monitoring plans to support timely implementation and results from project and capacity building activities.
• Support and monitor the overall implementation of partnership-based projects focusing on trafficking in persons, including but not limited to, liaison and management of delivery partners/contractors, monitoring budgets, and supporting donor bidding processes.
• Initiate, support and promote RSO research centred around trafficking in persons, related legal frameworks and protection for victims of trafficking. This includes review and updates to existing RSO resources, and promotion of existing RSO resources such as the RSO Regional Strategic Roadmap.
• Support RSO trends and analysis coordination capability to deliver timely, issue-focused research.
• Work closely with RSO programme teams to input knowledge and align efforts across RSO strategic areas, to share information, contacts, and ideas that can contribute to RSO programme-wide development.
• Input technical expertise, facilitate sessions and provide further support as required at RSO Flagship events – the RSO Constructive Dialogue and the RSO Border Forum, to showcase RSO support for BPMS in countering trafficking in persons.
• Provide leadership, guidance, and training to programme staff, consultants and secondees as relevant.
• Contribute to or lead in the drafting of RSO briefings, minutes, documents, reports, corporate
documents and undertake training as required.
2.3 Support for Bali Process Member States capability development (capacity
building, training, and promotion of policy and best practice)
• Support and facilitate the delivery of policy roundtables and workshops for BPMS to improve understanding of trafficking in persons’ trends and promote best practices on prevention of trafficking, on victims of trafficking identification and protection and on investigation and prosecution of trafficking in persons crimes.
• Support and facilitate the delivery of capacity building activities and training to government officials, protection practitioners, law enforcement and other frontline officers on relevant aspects and best practices of countering trafficking in persons, and on-board trainees to the RSO Alumni Network.
• Integrate lived experiences and survivor-centred, trauma-informed and gender-sensitive
approaches in counter-trafficking capacity-building and training components and support the mainstreaming of these principles in other capacity building activities related to the RSO’s
other strategic areas and programmes.
• Oversee development and launch of research papers, curricula, briefing notes, policy
guides, environmental scans, BPMS toolkits etc, that will contribute to the RSO Knowledge
Hub, in line with relevant RSO guidelines.
• Lead and provide technical oversight in the development of curricula and supporting
modules, including training of trainers’ curricula, interactive learning activities and group
activities.
• Support RSO Alumni to develop post-training return-to-work action plans and conduct monitoring and follow-up with participants, in line with RSO return-to-work action plan framework. Identify continued opportunities to engage and work with RSO Alumni and support ongoing information sharing, and career development.
• Identify and execute initiatives to enhance planning and preparedness of BPMS to improve the response to dangerous maritime movements in the Bali Process region.
• Support the establishment of the Bali Process Donors Coordination Forum
• Support the RSO monitoring and evaluation in line with RSO frameworks to measure
capacity building impact and lessons learned.
2.3 Engagement and partnerships
• Support the work of the RSO and work cooperatively and collegiately across all teams within
the RSO noting the overlap in thematic areas and topics within the RSO Structure.
• Support the Bali Process Working Groups upon need, and act as the RSO focal point for the Bali Process Working Group on Trafficking in Persons.
• Establish, develop and maintain professional relationships with donors, with stakeholders and partners among the BPMS and with RSO program and project delivery partners.
• Support and contribute to RSO Communications, Engagement and Outreach activities.
• Provide inputs for RSO reporting requirements, including donor reporting, as needed.
• Represent the RSO at bilateral, regional, and intergovernmental meetings, including the preparation and delivery of discussion points, managing consultations, coordination of background documents and reports and ensure appropriate distribution to key stakeholders.
• Represent the RSO and actively participate in various forums such as roundtables, conferences, webinars, meetings and capacity building and training activities.
• Support the RSO-BPMS Secondments Program and RSO Alumni Network.
• Protect and promote the RSO ‘brand’ ensuring appropriate recognition of our efforts is granted.
2.5 General
• Perform other duties that may be assigned.
3. REQUIRED QUALIFICATION AND EXPERIENCE
Education:
• A Masters degree in Political Science or Social Sciences, International Relations, Law,
Migration Studies or in a relevant field from an accredited academic institution with five years of
relevant professional experience; or
• A Bachelor’s degree in a relevant field from an accredited academic institution with eight years
of relevant professional experience.
Experience:
• Experience in the field of counter-trafficking, protection and migration management, specifically related to policy and legal frameworks. Experience working on these issues in the Bali Process region is desirable.
• Experience working with or in Government or an International Organization and/or with Bali Process Member States in the areas of trafficking in persons, protection of migrants who may be in a vulnerable situation and persons affected by crisis in a related field (desirable).
• Demonstrated expertise in project cycle management, including project development, contract
management, monitoring, reporting, and evaluation.
• Experience in developing training curriculum and methodologies and delivering training to a wide range of stakeholders.
• Experience in drafting or leading group efforts to draft publications, such as handbooks, technical guidance, research reports, etc. is an asset.
• Demonstrated experience in engaging appropriately with stakeholders across a range of fields
(Government, IO, NGO, Private Sector), including with senior level stakeholders and
establishing and nurturing professional relationships.
• Demonstrated experience in achieving outcomes in a cross-cultural environment.
• Experience developing, supervising and mentoring staff.

• Fluency in English (oral and written) is required.
• Desirable languages: Fluency in official languages across Bali Process Member States is
desirable. Southeast Asian languages for instance Indonesian, Burmese, Thai, Malay would be
beneficial, but not essential.

Salary and conditions information:
• The successful candidate will be engaged under an IOM contract working for the Regional Support Office and their conditions of service will be governed by their contract. The contract will include annual and sick leave only. The successful candidate is responsible for determining their taxation liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. The successful candidate is responsible for determining their own pension fund arrangements.
• The position duty station is Bangkok, Thailand. Relocation assistance and working visa assistance will be provided by the IOM for the successful candidate, if required.
• The position requires a minimum 3 days office-based work *subject to change*.
• The starting salary of USD $ 4,682.00 will be paid monthly. Salary increases occur in line with the ‘RSO Personnel – Classification and Salary’ Guidelines.
