Job Overview: The headquarters Resettlement Team is responsible for the implementation and quality of services for early resettlement programming across the IRC’s growing network of local offices and affiliates. The team supports IRC affiliate and local office staff in implementing high quality programs by providing technical assistance, training, monitoring and evaluation of program activities. The Reception and Placement (R&P) Program, funded by the Bureau for Population, Refugees and Migration (PRM) offers early resettlement services for arrivals entering through the US Refugee Admissions Program (USRAP). In FY 2023 the IRC began to actively expand R&P capacity through remote placement and affiliate partners. The Program Officer, Partnerships supports a range of activities involved in establishing and handling these R&P partnerships, including partner vetting and assessment, coordination of the sub-award management process in a grants management database and in accordance with IRC’s Partnership Excellence for Equality and Results System (PEERS). The position will report to the Deputy Director, USRAP Capacity Building and is jointly supervised by the Deputy Director, New Resettlement Pathways. The position is currently funded through September 2025.
This position is remote and can be located anywhere in the United States.
Major Responsibilities:
Partnership Management
- Conduct vetting and due diligence of partners and support the partner capacity assessment process.
- Draft and coordinate the review of partnership agreements (sub-awards) and amendments, ensuring compliance with PEERS and the relevant Codes of Federal Regulations.
- Update OTIS and respond to HQ collaborators in a timely fashion to ensure a smooth workflow process.
- Lead partnership launch, review and closing meetings.
- Ensure regular review and updating of partner support plans.
- Coordinate monitoring of partners by developing an annual schedule, facilitating monitoring meetings, and ensuring completion of monitoring reports.
Process Management and Coordination
- Participate in go/no-go decision-making related to new partnership opportunities.
- Design, develop, and document internal processes related to the Resettlement partnership agreement life cycle.
- Maintain comprehensive files for all partners, from initial vetting through agreement closeout.
- Ensure timely receipt, compilation and filing of all required supporting documentation.
- Conduct regular review of partner documentation (FFATA, anti-terrorism checks, budgets, etc.) to ensure they remain current.
- Confirm that partners’ contractual reports are received, reviewed, and internal feedback is compiled and sent to partners in a timely manner.
- Support with effective use of cloud‐based document storage to keep records organized.
- Maintain professional, collaborative communication with potential and existing partner organizations.
- Other related duties as assigned.
Job Requirements:
Education:
- Bachelor’s degree or equivalent experience required; master’s degree in social work, international affairs, or related field helpful.
Work Experience:
- Three years’ proven experience with partnership management, ideally with federal (preferably DOS/PRM) subawards.
- Knowledge of partnership agreement and amendment development, monitoring, compliance, and reporting.
Demonstrated Skills and Competencies:
- Operational or administrative experience in handling sophisticated processes required.
- Experience with refugee populations or other similarly vulnerable populations preferred.
- Financial discernment and experience with budget development and tracking.
- Proficient in Microsoft Office applications (Word, Excel, Outlook).
- Experience with databases and applications preferred.
Preferred experience & skills:
- Excellent verbal and written communication skills as well as an overall ability to be clear and concise.
- Highly proficient in both writing and editing technical or legal documentation, with attention to detail.
- Self‐starter with prior remote work experience.
- Excellent problem‐solving skills combined with the ability to multi‐task, prioritize duties, and use time effectively.
- Ability to work both independently and in a dynamic, cross-functional distributed team structure.
- Adept at working through change in a proactive and positive manner.
Language Skills:
- Proficiency in written and spoken English.

- Up to 20% of domestic travel time, as needed.
