Position Title: Program Officer
Location: Damascus – Syria
Job Description
Ensure the implementation of the organization’s projects according to approved standards while effectively coordinating with the Program Management in Turkey and all relevant departments. The role aims to ensure smooth workflow and the achievement of planned objectives within the designated timeframe and budget.
Main Responsibilities
1. Project Monitoring and Implementation:
• Oversee the progress of the organization’s projects and ensure they are executed
according to the planned schedule.
• Ensure project implementation aligns with the logical framework and approved
budgets.
• Supervise and regularly monitor project execution to ensure objectives and quality
standards are met.
• Conduct continuous field monitoring to oversee daily project activities.
2. Coordination and Communication:
• Coordinate with the Program Management in Turkey to ensure quality implementation
and organizational goal alignment.
• Maintain effective communication and coordination with beneficiaries and relevant
stakeholders to ensure project integration.
• Collaborate with internal departments such as Finance, Procurement, and Human
Resources to facilitate seamless project execution.
3. Documentation and Archiving:
• Systematically archive and maintain project-related files and documentation.
• Record all correspondence, reports, and meetings to ensure information availability when needed.
4. Training and Capacity Building:
• Provide necessary training to enhance the capacity of local offices and teams for effective project implementation.
• Offer technical support and guidance to field teams to ensure efficient activity execution.
5. Technical Supervision and Quality Assurance:
• Review designs and prepare tender documents to ensure compliance with quality standards and technical requirements.
• Participate in committees for sample approval and monitor necessary testing to ensure quality control.
Ensure that safety and security measures are implemented at project sites according to established standards.
6. Reporting and Financial/Technical Evaluation:
• Prepare and submit periodic financial and technical reports to management to ensure transparency and performance tracking.
• Audit payments submitted by contractors and suppliers to ensure compliance with contractual agreements.
• Participate in project evaluations to extract lessons learned and improve future performance.
• Contribute to project closure procedures in accordance with organizational policies.
Qualifications:
• Bachelor’s degree in Project Management, Engineering, Economics, Social Sciences, or a
related field.
• Minimum of 3-4 years of experience in program management or project coordination,
preferably in the humanitarian or development sector.
• Strong knowledge of logical frameworks and budget management.
• Excellent skills in monitoring, evaluation, and report writing.
• Ability to manage teams and coordinate among stakeholders.
• Proficiency in Microsoft Office applications (Word, Excel, PowerPoint).
• Strong communication skills in both Arabic and English.
• Willingness to travel for fieldwork as needed.
