Context :
Terre des hommes Lausanne (Tdh) has been operational in Lebanon since 1973. The main coordination office is in Beirut and there are currently 4 field offices in Tyre, Saida, Zahle and Beirut/Mount Lebanon. Tdh’s main programmatic pillars in Lebanon are Migration, Protection and Justice, with a history of multi-sectoral emergency response incorporating basic assistance, site management, Wash and Nutrition. Tdh is currently implementing 9 projects across Southern Lebanon, Beirut and Mount Lebanon and Beqaa, including with a range of international and local partners.
The Program Coordinator reports directly to the Country Director and will work in close daily collaboration with the Senior Management Team. He/She is responsible for the strategic steering, oversight, coordination and coherence of all program activities, fostering innovative approaches, and actively contributing to identifying and developing new funding opportunities. He/she is expected to play a key leadership role while also actively supporting and building the capacity of team members.
Responsibilities :
Strategy and Steering
- Contribute to the design and implementation of program strategy aligned with the Country Strategy.
- Lead ongoing contextual and stakeholder analysis within a Triple Nexus approach.
- Ensure effective management of all projects and oversee their implementation with Program Managers, Heads of Office, and partners.
- Maintain an up-to-date Emergency Preparedness and Response Plan.
- Lead or contribute to assessments for emergency and long-term programming, ensuring evidence generation.
- Support the dissemination and implementation of Tdh’s principles, methodologies, and standards.
Program Quality and Management
- Provide strategic oversight for program design, implementation, compliance, and quality assurance.
- Develop and oversee tools and systems for project cycle and grants management, in coordination with relevant departments and the regional office.
- Foster an evidence-based culture through the collection, analysis, and dissemination of lessons learned and best practices.
- Ensure robust monitoring, evaluation, accountability, and learning (MEAL) aligned with project frameworks and objectives.
Team Leadership & Capacity Building
- Manage team structure, recruitment, and performance.
- Oversee technical capacity-building and consultant management.
- Foster coordination and internal knowledge sharing.
Business Development & Grants
- Identify funding opportunities and lead proposal development.
- Monitor master budget and ensure compliance and reporting.
- Support donor relations and business development planning.
Partnerships & Representation
- Lead partnership strategy and promote localization.
- Manage partner capacity development and due diligence.
- Represent Tdh in coordination fora, networks, and advocacy efforts.

Profile of the candidate:
Education : Master’s degree in political science, international development, humanitarian assistance and or other relevant field.
Experience & Competencies :
- Minimum 7 years of progressively responsible experience in program management, leadership, and design developing and leading integrated and complex program portfolios – preferably experience in Lebanon or the Middle East.
- Proven experience in both development and humanitarian and/or conflict affected countries settings.
- At least 5 years’ experience with people management with proven leadership experience with experience managing multi-disciplinary teams of diverse cultural backgrounds.
- Solid experience in project management cycle: development and management; including ability to lead on assessments, design, implementation, and MEAL
- Excellent coordination, communication, organizational and planning skills; with the ability to work flexibly in a diverse team in a dynamic environment, fostering a positive working environment, and manage issues sensitively and diplomatically.
- Extensive knowledge of UN, US and European institutional donors and their compliance requirements with proven experience of developing successful funding proposals, contract management including consortia grants.
- A positive, collaborative attitude with colleagues in and outside the team
- Enthusiastic, reliable and independent with a strong organizational capacity, prioritization and time management, decision-making and conflict resolution;
- A capacity to identify challenges, foresee risks and inform the management with substantive recommendations
- Excellent interpersonal qualities: integrity, a capacity to judge, diplomacy
Languages: Full professional proficiency in English is mandatory; knowledge of Arabic is an asset
IT : High proficiency with Microsoft Office Suite
