ShelterBox is committed to ensuring all our responses not only meet the immediate needs of recipients but also reflect our principles of ‘Do No Harm’ and Continuous Improvement. As such, we are committed to a programme of Monitoring, Evaluation, Accountability and Learning assessments after as many of our responses as possible.

In 2024 ShelterBox undertook 10evaluations 8 of which were undertaken by third party consultants, usually based within the regions of the assessment and selected by individual tender activities. We have also previously used Global Consultant organisations, but the tender process was still focussed locally in the areas of activity. Details of the countries responded to are included within this Tender Document in the ‘Lots’.

The purpose of this tender is to move away from the individual tender model and instead establish a supplier pool of Consultant Agencies who will be invited to bid for the individual assessments as and when the need arises.

The supplier pool will be divided into regional ‘Lots’. Bidders can bid for some or all the Lots depending on their experience and capacity to respond.

The Lots in this tender are:

Lot 1) West and Central Africa (Burkina Faso, Cameroon, Chad)
Lot 2) East and Southern Africa (Malawi, Mozambique, Ethiopia)
Lot 3) Horn of Africa (Somalia)
Lot 4) MENA (Middle East & North Africa) (Syria, Gaza, Lebanon, Yemen and Türkiye)
Lot 5) LAC (Latin America & Caribbean) (Grenada)
Lot 6) Central & SouthAsia (Afghanistan, Bangladesh, Pakistan, Philippines)

*Countries indicated in Bold have current, planned or recent ShelterBox responses within them.

Bidders should indicate which Lot they are applying for within their proposal or indicate that they are able to provide a Global response.

Please note that being successful in this tender will graduate bidders to ShelterBox’s supplier pool going forward. It does not guarantee any level of work or payment, but it is anticipated that the Supplier Pool will be able to carry out MEAL activities for a period of 2 – 3 Years. Individual packages of work will only be considered fully awarded upon the receipt of a PO.

It is envisaged that future requirements, with specific TORs, will be offered out to the Supplier Pool for a commercial comparison without the additional steps of this tender.

Primarily, ShelterBox undertakes End of Project (summative) evaluation (This may or may not include quantitative data collection). Others may include Real Time evaluation, Mid-Term evaluation or Ex-Poste Evaluation.

Bidders should bear this in mind when considering whether to apply for this opportunity within their region and provide evaluation examples/samples that draw upon OECD DAC criteria for end of project evaluations within the relevant region.
