Partnership & Compliance Officer

SEARCH Jerusalem:
A professional, motivated, and creative professional to join us. Based in Israel/Palestine, the Partnership Officer will report to the Chief of Party and support coordination of partnership development and external networking and communication in-country. The Partnership Officer will provide support to Chief of Party and project teams on large consortiums and strategic partnerships. Support will include verifying sub-awards and contractual obligations to/from partners in each project; ensuring compliance with Search’s partnership/Grants Management protocols throughout each project lifetime; training (both for Search staff and partner staff) on partnership development, communication, social media and compliance; tracking partnership development against key milestones and decision-making processes; and acting as a focal point where appropriate for large consortium projects. In addition, the Partnership Officer will develop outreach and tracking plans to ensure follow-up with thematic partners, ensure Search’s participation in key working groups and UN clusters, as well as represent Search at external events for networking, track-II and III efforts, and partnership development purposes.

Contributions: The roles and responsibilities include: External Partnership Management (70%):

  • Lead on the development of in-country partnerships, supporting the Head of Programs and Project Managers to ensure that strong partnerships are developed and maintained in compliance with Search partnership policies (regarding documentation, verification, communication and so forth).
  • Ensure strong and consistent partnership development in-country.
  • Conduct partnership mapping and update live partnership tracking documentation.
  • Represent Search at external events, working group meetings, and UN relevant cluster meetings and report back to SMT and project teams.
  • Lead Search program visibility among partners, UN clusters, Search Website and on social media.
  • Participate in project consortium meetings and consortium proposal development processes in order to facilitate working relations at the country level.
  • Support the normalization of the Search approach within partnership development and within partner organizations (through presentations, training, facilitation opportunities, etc.).
  • Lead partners assessment process, together with country finance manager and others concerned and develop and implement partnership capacity building plans based on the assessment and needs identified by partners and to meet Search partnership needs.
  • Leading Search’s Track II engagement through partnership development, strategic direction, and project input from existing Track III and Track II efforts, liaising where appropriate with the global Search Track II team.
  • Cross-Project Coordination Management (15%):
  • Provide support to the Head of Programs in improving efficiency and quality of Search programming and coordination between projects (both with cross-project communication and document development).
  • Provide bespoke support for project teams on joint cross-project activities, particularly in project work planning and implementation.
  • Support the Head of Programs and SMT in generating and documenting program development ideas.
  • Training Support (15%):
  • Create training materials for Search staff on effective partnership management and support the Head of Programs mainstream these into onboarding practices.
  • Design and facilitate capacity building of Search team in plan implementation and management.
  • Conduct training for Search staff on effective partnership management, external and internal communication and networking etc.
  • Create capacity building workshops/training for Search partners in-country, developing both physical and online training modules for specific needs, such as grants management, program implementation, reporting, gender mainstreaming, etc.
  • Coordinate and conduct downstream capacity building for Search partners in-country.

Type and Nature of Contacts:

  • Routinely coordinates with colleagues and consultants on-site and in the field and resolves problem situations with tact.
  • Represents, as assigned, selected programs or projects and other organizations, including donors, vendors, and international and local partners.
  • Interacts with country office and regional staff.

Education and Experience:

  • Typically BS/BA with minimum 5 year’s experience.

Working Conditions and Physical Requirements:

  • Usual office environment conditions; ability to travel internationally at least 20%.

Supervisory and Budget Responsibility:

  • May supervise one or more staff members.
