Overview of position
Background:
- Fish production sector contributes to poverty alleviation, food & nutritional security primarily in the coastal governorates of Aden, Taiz, Hadramawt & Mahrah as well as Hajjah, Hudaydah, Lahj, Abyan, Shabwah & in other inland parts of the country such as Sana’a. Food prices, including fish prices have been increasing due to continued fluctuation of local currency, impacts of the COVID 19 pandemic & ongoing conflict. Climate change is altering physical properties such as salinity, temperature & pH levels in the marine environment which can lead to adverse impacts on marine biodiversity. For example, there is increasing evidence that coral reefs in the northern part of the Gulf of Aden & Red Sea are being damaged by unusual marine conditions & coral bleaching & mortality events, attributing to higher sea water temperatures. Continued weak capacity to monitor, control & enforce sector regulations are leading to rampant marine pollution through uncontrolled use of plastic packaging, spilling oils from on water & inland machinery, dumping of sewage & discarding undesired fish & other waste in the sea. Moreover, there have been reported cases of overfishing & possible depleting stock of species. Sustainable Fishery Development in Red Sea & Gulf of Aden (SFISH), a project by our client with funds from the World Bank aims to improve economic opportunities, food security & effective management of fishery production within the fishery value chain in Yemen. It specifically explores opportunities for fishery sector diversification especially expanding the range of fishery products through improved processing & reduction of fish waste, services & activities to reduce detrimental factors such as overfishing. The project targets the four governorates of Taiz, Aden, Al Mahrah & Hadramawt for activities to improve the resilience of the fishery value chain for sustained livelihoods & governance.
Objective of the assignment:
- The objective of the study is to evaluate mariculture options & the habitats that would be needed if existent to develop alternative income sources for fishing communities. The study intends to identify mariculture suitable species, review habitats & locations where mariculture may be possible, followed by the designing of projects to support fishing community members to introduce community based mariculture. The findings of this study will provide the designs of activities to introduce mariculture practices for those species & habitats identified, investment and training. The priority geographical scope covers fishing communities identified within SFISH investment in fisheries infrastructure in Aden, Taiz, Hadramaut & Al Mahara but may consider other locations if found suitable for mariculture development. The local consultant will support an international consultant who will be leading this assignment.
Role objectives
Scope & Deliverables of this assignment are as follows:
Deliverable one: inception report
- The local consultant will work initially on reviewing the appropriateness of the following sites for a mariculture intervention:
- Al Marah: Saqr and Dokm.
- Hadramout: Al Qurn, Al Raydah, Al Hami, Rawkab.
- Aden: Foqum.
- Taiz west coast: Al Ordhi Babel Mandab.
- However, the field research should not be limited to these locations & other sites that are suitable for a mariculture can also be proposed. Based upon the initial assessment a shortlist of the most suitable sites & the recommended species for each site should be proposed. Following an initial assessment online using Google Earth & other tools the potentially viable sites should be identified & visited. Based upon the visit the final decision on which sites to support will be made.
Deliverable two: location of suitable habitats for proposed species for mariculture
- Support to the international consultant in follow up & clarification in deciding upon which communities will be identified for further support. This is likely to be between 3 & 5.
Deliverable three: fishery diversification business models
- Support to the international consultant in follow up & collecting the necessary data & information with regards the development of detailed business plans associated with the mariculture.
Duration of the work:
- The total duration of this assignment will be for 6 months (expected 50 working days), starting from January 2025 to June 2025.
Payment modality:
- Payments under the contract shall be delivery based & be made on receipt of the specific milestone deliverable reports indicated in this TOR.
Project reporting
- The consultant will work under the overall supervision of the Chief Technical Advisor for the SFISH project.
Key competencies
- Bachelor’s or master’s degree or substantial experience in fisheries / marine science or a related topic.
- 10 years experience in marine science aquaculture / mariculture interventions.
- Practical experience of working in the fisheries sector.
- Fishery market assessment & / or mapping.
- Experience with the design & / or implementation of fisheries management strategies, plans & projects.
- Consultation, training & / or workshop facilitation experience highly desirable.
- Excellent written & oral English skills a necessary requirement.
- Fluent Arabic speaker.
