Background

ORAM’s Inclusion Program is designed to advance the protection and inclusion of LGBTIQ displaced individuals in humanitarian contexts through localized, rights-based, and community-led approaches. The program has delivered comprehensive training in Central & Eastern Europe and Kenya, engaged over 200 organizations, conducted research, and hosted a multi-country stakeholder consortium.

ORAM now seeks an experienced MEAL consultant, to assess the broader impact of the program, create project management and MEAL tools for organizational use, and produce a findings report for operational use, donor reporting, and strategic planning.

Objective

To conduct an independent impact assessment of ORAM’s Inclusion Program (2023–2025) and deliver a comprehensive report capturing key outcomes, impact in numbers, strengths, challenges, and strategic recommendations. The consultant will also be responsible for creating organizational MEAL and project management tools, as well as building the capacity of project staff around MEAL.

Scope of Work

The consultant will:

  1. Review Program Documentation
  • Review all relevant training materials, evaluations, research reports, stakeholder engagement outputs, and strategy documents
  1. Develop a MEAL Framework
  • Refine and propose outcome measurable indicators and learning questions specific to the program’s goals
  1. Provide Training and Capacity Building to Program Staff
  • Provide a training session aimed at building the capacity of program staff to conduct MEAL within their programming
  1. Design and Implement Data Collection
  • Engage with training participants, facilitators, partners, and stakeholders in Central & Eastern Europe and Kenya through:
  • Online surveys
  • Key informant interviews
  • Focus groups
  • Integrate a participatory, trauma-informed, and SOGIESC (sexual orientation, gender identity, expression and sex characteristics) – sensitive approach to all methods, in coordination with ORAM’s Inclusion Specialist
  1. Analyze and Synthesize Findings
  • Assess program outcomes related to program’s impact across different layers of stakeholders, knowledge transfer, capacity strengthening, localization efforts, and systemic inclusion shifts.
  • Compare feedback across geographies and participant types to identify trends and variation.
  1. Produce Impact Report
  • Deliver a concise and engaging report highlighting findings, testimonials, good practices, and recommendations.
  • Include visuals, charts, and case examples where possible.
  • Provide a slide deck and a 1-page executive summary.
  1. Present Key Findings
  • Facilitate one internal session with the ORAM team.

Deliverables

  • Development of MEAL plan and tools;
  • Summary of data collection and engagement;
  • Final Impact Assessment Report (minimum: 10 pages);
  • Executive Summary (1–2 pages);
  • PowerPoint presentation with key findings;
  • Facilitate one internal session to present findings internally with the ORAM team.

Required Qualifications

  • Proven experience conducting MEAL for humanitarian programs.
  • At least a minimum of three years of specific experience evaluating training programs, preferably involving data relating to SOGIESC, GESI (Gender Equality and Social Inclusion), or other marginalized populations.
  • Demonstrated experience in the application of MEAL approaches, methods and tools; specifically, data analysis; indicator selection; database management; impact evaluation; and surveys.
  • Strong skills in mixed-methods evaluation, participatory approaches, training evaluation, and ethical data collection with marginalized groups.
  • Familiarity with SOGIESC-related issues and intersectionality in humanitarian action.
  • Master’s degree in international relations, human rights, public policy, law, social science or equivalent (please note that a relevant combination of professional certifications and/or experience may be accepted instead of a third-level degree).
  • Experience working across East Africa and Central & Eastern Europe is desirable.
  • Language: English (written and oral); other relevant languages are a plus.
