Background
SoCha is supporting a portfolio of humanitarian assistance grants responding to recent natural disasters. We seek a MEL Analyst to support independent monitoring and learning related to these humanitarian activities. The role is focused exclusively on monitoring and learning for emergency response grants but may in the future include broader project MEL responsibilities.
Scope of Work
The MEL Analyst will work as part of SoCha’s MEL team in Thailand to support humanitarian response activities. The Analyst will support the MEL Manager in supervising the monitoring of a number of grants delivered by the project. This will include leading the communication with grant partners, directly verifying grant activities implemented by partner organizations, compiling verification reports, summarizing and analyzing results data, and contributing to learning efforts.
The MEL Analyst will report to the MEL Manager and collaborate closely with the wider MEL team and project leadership.
Responsibilities
- Coordinate with grantee stakeholders to track progress and validate results against agreed MEL frameworks.
- Formulate data collection tools for monitoring and verification of grant activities, and upload tools to Kobo Toolbox.
- Conduct remote independent verification of grantee activities, including through key informant interviews (KIIs), remote monitoring, and phone-based data collection, in line with grantee’s milestone schedules.
- Supervise and train Field MEL Officers to conduct in-person verification of grant activities through field visits.
- Compile and analyse all data collected through verification activities.
- Compile verification reports of grant activities, in line with project reporting templates and under the supervision of the MEL Manager.
- Where necessary, present verification findings to the wider project team and to grantees.
- Review and analyze monitoring data submitted by grantees and those collected by the project MEL team for consistency, accuracy, and completeness.
- Support the development and refinement of MEL tools, indicators, and frameworks aligned to humanitarian response objectives.
- Compile all completed data from grantees and feed it into the project results framework.
- Conduct remote data quality assessments and desk reviews of grantee reporting and datasets.
- Where feasible, coordinate or conduct qualitative interviews and other remote data collection activities to validate grantee-reported outcomes.
- Document and report findings clearly to support adaptive management and inform future programming.
- Collaborate with MEL team members to capture lessons learned and support project-level learning efforts.
- Maintain regular communication with grantee MEL focal points to build trust and encourage transparent information-sharing.
- Support occasional in-person data collection or stakeholder meetings in Thailand, particularly in the border region.
- Other duties as assigned related to monitoring and learning of humanitarian assistance activities.
Required Qualifications and Experience
- 5-8 years of MEL experience, ideally in humanitarian response or emergency contexts.
- Demonstrated experience monitoring and verifying activities implemented by grantees or local NGOs.
- Proven ability to conduct remote monitoring and validation using phone, messaging apps, and other tools.
- Experience designing or adapting MEL frameworks and data collection tools.
- Strong communication and interpersonal skills, particularly in working with grantee stakeholders.
- High level of organization and attention to detail in compiling and analyzing data.
- Familiarity with mobile data collection and digital tools for MEL.
- Experience compiling MEL data into succinct reports for internal decision-making and learning.
- Ability to work independently, manage competing priorities, and adapt in dynamic environments.
- Experience supervising and training other team members.
- Experience working on political projects and speaking to high-level stakeholders would be an advantage.
- Fluency in Burmese and English required; proficiency in additional Myanmar languages preferred.
- Bachelor’s degree in a relevant field (e.g., international development, public health, social sciences).
Level of Effort
Full-time until 75 days of LOE are completed (3-4 months), with possible longer-term extension, depending on funding.
Reporting
The MEL Analyst will report directly to the MEL Manager and work collaboratively with the Thailand-based MEL team and broader project staff.
Location
Based in Thailand, preferably Chiang Mai. Occasional in-country travel to border areas may be required.
