REnew Pacific is a A$75 M program over 5 years. It aims to scale and expand on the critical lessons learned in the DFAT-funded Business Partnerships Platform (BPP) pilot to support DFAT and the Australian Infrastructure Financing Facility for the Pacific (AIFFP) to address climate infrastructure mitigation, adaptation and resilience among Pacific states and help Australia be the climate infrastructure partner of choice in the Pacific.
Purpose of Position
The Modern Slavery Adviser will be responsible for developing a Modern Slavery Risk Management Plan and will assist in screening and evaluating off-grid renewable energy project proposals.
The role is part time for up to 75 days per year.
Primary Responsibilities
The Modern Slavery Adviser will:
Support the development of REnew Pacific’s Modern Slavery Risk Management Plan including building a risk-based approach framework to prevent modern slavery within the program, implementing partners and grantee supply chains.
Ensure that REnew Pacific’s Modern Slavery Risk Management Plan and other relevant project documents (as directed) are compliant with relevant modern slavery legislation, regulations, Palladium’s Code of Conduct, Business Partner Code of
Conduct, Hardware and Software Procurement Guidelines, modern slavery related guidelines and relevant DFAT policy.
Support subcontractors and grantees on screening prospective suppliers to assess the risks of modern slavery including reviewing the list of suppliers submitted by each grantee to the REnew Pacific project and creating a standardised due diligence checklist for this screening.
Support the preparation of a comprehensive registry of vetted suppliers relevant for off-grid renewable energy projects in the Pacific.
Review suppliers involved in existing AIFFP-funded projects identifying any high-risk procurements from a modern slavery perspective.
Support the development of a plan to remediate any instances of modern slavery that are identified within the program, its implementing partners or grantees supply chain and assist with any live instances of modern slavery that are identified, aligning with requirements in the program’s Environmental and Social Safeguards Framework.
Provide strategic advice and verbal or written debrief to the REnew Pacific Team, highlighting any areas of concern or consideration for the ongoing health of the program in relation to modern slavery.
Monitor developments in and develop a registry of modern slavery legislations, standards, and practices, and assess their impact on REnew Pacific in program implementation, delivery and operations.
Provide training and coaching on how to identify, assess and respond to modern slavery for the program’s implementing partners, grantees and personnel specific to program’s contracting terms and conditions, and standards in the off-grid renewable energy industry.
Coordinate with DFAT counterparts on modern slavery.
Review and provide modern slavery related advice and recommendations regarding grantee project concepts and proposals, as part of the REnew Pacific Technical Advisory Panel (TRP), if required
Travel domestically and to Pacific Island countries if required by the program.
Other duties as required by the REnew Pacific Team Leader and REnew Pacific Deputy Team Leader
Reporting Requirements
This role reports into REnew Pacific Team Leader (or the Deputy Team Leader in their absence).
Minimum Education and Experience Required
Relevant professional and academic experience in modern slavery
Experience in modern slavery in the context of off-grid renewable energy is essential
Knowledge of modern slavery policies and legislations
Proven ability to design, develop and implement modern slavery risk management frameworks
Excellent verbal and written communication skills
Demonstrated initiative and an ability to work independently with limited supervision
Desirable: Experience working in the Pacific region or Timor-Leste
Desirable: Understanding and experience working with international development programs
