The program

The Australia Awards Global Support Mechanism (AAGSM) is a new initiative designed to enhance the Department of Foreign Affairs and Trade’s (DFAT) international scholarship program delivery by providing operational, technical and analytical services. The AAGSM consists of the Program Support Unit (PSU) – responsible for operational and technical services to DFAT and the scho larship delivery network, and the Research and Analytical Support Unit (RASU) – responsible for analytical and research services for international scholarship programs. Palladium delivers the AAGSM PSU and cooperates with DFAT to ensure effective functioning with the RASU.

The role

Working under the direction of the MEL Adviser, the MEL Coordinator will support delivery of the AAGSM PSU Performance Assessment Framework and coordination of Monitoring Evaluation and Learning (MEL) services across the AAGSM PSU. You will provide coordination support to the scholarship and fellowship delivery network in the implementation of MEL Frameworks and associated reporting, as well as MEL knowledge sharing across the network. In addition, you will work with the RASU providing PSU data and information to support RASU research and analysis and act as a conduit to support the incorporation of RASU findings into PSU service delivery.

You will achieve success by:

  • Delivering PSU MEL services to facilitate effective operational and technical performance management, guide decision-making and promote continuous improvement based on collected evidence.
  • Ensuring accurate and efficient MEL data management and reporting across PSU operational and technical support activities. Analyse, report and present data through multiple and appropriate data collection approaches.
  • Supporting the collection, analysis and reporting of M&E data across the scholarship and fellowship network.
  • Providing data and information for all PSU contractual reports and ad hoc reporting requests, as well as discussion papers and presentations.
  • Drafting input into performance reports including University Key Performance Measures Reports and other global and corporate performance reporting as required by DFAT.
  • Supporting knowledge sharing and management across the scholarship delivery network by coordinating content and resources for the PSU Knowledge Hub.
  • Providing coordination support to peer-to-peer learning activities (including the MEL Community of Practice) to promote learning, sharing and reflection on practice among members.

About you

Bringing your MEL experience to the role, you will also possess:

  • Evident experience in the use of performance measures in tracking program outputs and outcomes. Familiarity with the DFAT development programming and M&E guidelines and procedures an advantage.
  • Ability in using quantitative and qualitative MEL approaches including data extraction and management, surveys, interviews and case studies.
  • Demonstrated experience of employing MEL data and information to inform reports, discussion papers and presentations for clients and stakeholders, as well as for internal purposes.
  • Proficiency in working with data collection, storage and reporting software.
  • Proven ability to work independently and as part of a team in delivering MEL program services.
  • Effective interpersonal and cross-cultural communication skills and proven ability to produce high quality data and content for written reports.
