MEL and Communications Manager, USAID/ West Bank & Gaza Accountable Local Governance (ALG) Activity

PROJECT BACKGROUND

USAID/West Bank and Gaza (WBG) Accountable Local Governance Activity is a four-year, four months project that aims to improve the delivery of essential public services and to promote inclusive and accountable governance. The Activity interventions will improve service delivery, enhance the effectiveness of municipal operations, strengthen local government unit (LGU) fiscal management, and build resilience to shocks and stressors. The Activity will strengthen municipal responsiveness to citizens’ priorities and concerns, enhance civic engagement in local governance with a focus on under-represented and marginalized groups, and help connect LGUs, civil society, and other institutions to improve service delivery and enhance accountable governance.

ROLE PURPOSE

The MEL and Communications Manager will lead the program’s communications strategy and branding efforts while overseeing all Monitoring, Evaluation, and Learning (MEL) activities. This role includes developing and managing USAID deliverables, ensuring compliance with contractual requirements, and providing hands-on training and capacity building to the ALG MEL and communications team. The Manager will also support the MEL team in data collection, analysis, and reporting, ensuring that MEL findings are integrated into project planning and decision-making processes. Additionally, the Manager will write and edit various deliverables as assigned by the Chief of Party, ensuring all outputs are high-quality and aligned with project goals.

KEY DUTIES AND RESPONSIBILITIES

Communications Strategy and Implementation:

  • Manage the development and delivery of the ALG communications strategy in coordination with the Chief of Party, DCOP, and senior management to align with program objectives.
  • Support the writing and editing of contractual deliverables, including annual workplans, quarterly and weekly reports, project briefers, press releases, success stories, special studies/reports, and annual reports, ensuring compliance with USAID branding and marking standards.
  • Lead planning and implementation of public and stakeholder program events and communication forums.
  • Develop communication packages for ALG at project launch events and other key events.
  • Manage the development of tools (presentation materials, talking points, fact sheets, success stories) to ensure consistent and targeted project messaging.
  • Ensure the development and implementation of web-based and social media communication mechanisms and forums.
  • Work with senior management and the Communications Specialist to conceptualize and create project success stories, reports, and other materials.
  • Lead efforts to develop compelling visuals (photos, infographics) that effectively convey project messages.
  • Draft responses and organize efforts in response to ad-hoc USAID informational requests and coordinate with USAID on local press requests.
  • Provide USAID with relevant social media inputs and develop specific communications strategies or plans for municipalities or ALG.

Monitoring, Evaluation, and Learning (MEL):

  • Oversee the MEL team, including the MEL Specialist and Data Analyst.
  • Coordinate and manage the development and implementation of AMELP plan and activities, ensuring alignment with project objectives and USAID requirements.
  • Lead the design and implementation of MEL tools, approaches, and practices, including data collection, analysis, and report writing.
  • Ensure the integration of MEL findings into project planning and decision-making processes.
  • Provide training and capacity building to staff and local partners in MEL methodologies, data collection, data management, and research ethics.
  • Conduct qualitative and quantitative research, including survey design, supervision, and analysis.
  • Manage databases and ensure effective database management practices.
  • Collaborate with institutional, private-sector, and civil society partners and stakeholders to enhance MEL processes and outcomes.

QUALIFICATIONS

  • Bachelor’s degree in monitoring and evaluation, statistics, research methods, development studies, economics, communications, public relations, or a relevant field; Advanced degree preferred.
  • At least 10 years of professional work experience, including a minimum of 5 years in communications and MEL for complex USAID-funded development activities.
  • Excellent writing/editing skills, with the ability to quickly absorb technical information and create compelling content.
  • Experience developing and implementing communications and Branding and Marking Plans.
  • Understanding of U.S. Government priorities and sensitivities, with experience framing messaging appropriately.
  • Experience mentoring mid-level staff and providing capacity building.
  • Demonstrated experience coordinating MEL processes across multiple activities, stakeholders, and geographic regions.
  • Expertise in MEL tools, approaches, and practices, including data analysis and report writing, with an emphasis on project results and impacts.
  • Experience with international donor agencies, particularly in USAID MEL functions, including data collection and reporting.
  • In-depth understanding of qualitative and quantitative research design, data collection, and data analysis.
  • Substantial experience with survey design, supervision, and analysis.
  • Experience training local partners and staff in MEL and data collection, data management, research ethics, and methodologies.
  • Proficiency in database management.
  • Professional proficiency in English and Arabic.

Reporting

The MEL and Communications Manager will report to the Chief of Party.
