Job Summary:

The purpose of this position is to lead, strengthen, and provide strategic direction to the Monitoring, Evaluation, Accountability, and Learning (MEAL) policies and procedures. The MEAL Manager will ensure robust systems are in place for cross-learning among projects, establish mechanisms for accountability to beneficiaries, donors, and other stakeholders, and build the technical capacity of MEAL staff. This role is responsible for overseeing all MEAL activities, including during emergency response and assessments required for proposal development. Working closely with the Amal program teams and partner organizations, the MEAL Manager will support the development of high-quality monitoring systems and tools aligned with project indicators and donor requirements. A key aspect of the role is ensuring that learning is systematically captured, analyzed, and integrated into program design and implementation. The MEAL Manager will also identify learning needs and lead capacity-building initiatives for MEAL staff. This position requires a high level of initiative, strong critical thinking skills, and the ability to proactively identify and address gaps in MEAL systems. Success in this role depends on the ability to collaborate effectively with program teams, foster a culture of learning, and maintain a constructive and inclusive working environment.

JOB RESPONSIBILITIES

1. Design and Manage Monitoring, Evaluation, Accountability, and Learning (MEAL) Systems

  • Lead the design and implementation of comprehensive MEAL systems to systematically collect, manage, and analyze program performance data, ensuring timely and evidence-based programming decisions.
  • Develop and/or adapt MEAL tools tailored to specific project requirements and objectives.
  • Collaborate closely with Program Managers and Project Officers to interpret collected data, assess trends, and integrate findings into ongoing program improvements and strategic planning.
  • Conduct regular reviews and assessments of the MEAL system to ensure its relevance, effectiveness, and alignment with project goals and evolving contexts.
  • Monitor donor and Amal reporting requirements and deadlines, and coordinate with Program Managers and Project Coordinators to ensure timely and accurate provision of MEAL data for reporting and proposal development.

2. Develop and Maintain an Enabling Environment for MEAL

  • Provide direct supervision and technical oversight to MEAL unit staff, particularly M&E Officers, ensuring regular coaching, mentorship, and timely completion of performance management plans.
  • Strengthen internal MEAL capacity by delivering training and capacity-building initiatives for Amal staff, focusing on program assessment, design, and monitoring and evaluation methodologies.
  • Liaise regularly with program managers to monitor progress on MEAL activities and ensure adherence to established MEAL policies, procedures, and frameworks.
  • Participate actively in project learning and reflection events to promote evidence-based decision-making and adaptive programming.
  • Ensure consistent implementation of MEAL plans across all projects, supporting accountability and performance tracking.
  • Lead the development and execution of annual MEAL work plans in alignment with Amal’s overall MEAL strategy and organizational priorities.

3. Provide Direct Technical Support

  • Collaborate with Program Managers to conduct regular MEAL field visits, ensuring proper application of MEAL tools, accurate data collection, and timely submission of high-quality monthly and quarterly reports for donor and internal use.
  • Provide technical input and support for baseline studies, midterm reviews, and final evaluations, ensuring methodological rigor and alignment with project objectives.
  • Assist in the planning and execution of project evaluations and other assessments—including rapid needs assessments or in-depth sectoral evaluations—across new and existing project locations, as required.
  • Identify gaps and bottlenecks in the implementation of MEAL systems and processes, propose practical and context-appropriate solutions, and follow up to ensure successful implementation and system improvements.

4. Coordinate the Overall Accountability and Learning Systems

  • Facilitate operational research to enhance contextual understanding, identify community needs, capacities, vulnerabilities, and resources that inform evidence-based programming.
  • Ensure that lessons learned and best practices from ongoing and completed projects are systematically documented and integrated into the design and planning of future programs.
  • Promote effective knowledge management by ensuring the consistent use of Amal’s knowledge management systems and tools for capturing, storing, and sharing MEAL-related insights.
  • Strengthen staff capacity to enhance beneficiary accountability across all programs by providing targeted guidance, training sessions, and relevant resources.
  • Actively contribute to MEAL-related Communities of Practice by sharing knowledge, tools, and innovations, and disseminating Amal’s learning and experiences to strengthen organizational and sector-wide learning.

MEAL Competencies

  • MEAL in Design: Develops logical frameworks and MEAL narratives for project proposals that clearly define indicators of change and identify appropriate, context specific data collection and utilization methods.
  • Evaluation: Facilitates the use of evaluation and review findings by partners and stakeholders to inform decision-making, promote accountability, and identify lessons learned and promising practices.
  • Accountability: Enhances partner engagement and capacity development by fostering inclusive participation in the design and implementation of MEAL systems and project activities.
  • Learning: Champions the integration of learning into program improvement, while strengthening the organization’s influence and credibility among external stakeholders through evidence-based practices.
  • Supports the adoption of Information and Communication Technology (ICT) solutions for data collection, management, and analysis, ensuring they are appropriate and cost effective for specific project contexts.
  • MEAL Management: Leads the development and management of MEAL human resources, ensuring staff are equipped with the skills and tools necessary to implement high-quality MEAL processes.

Required Qualifications and Experience

The following qualifications, skills, and experience may be acquired through a combination of formal education, self-directed learning, practical experience, or on-the-job training:

Education:

  • A Bachelor’s degree in a relevant field such as Development Studies, Social Sciences, or a related discipline is required.

Experience:

  • A minimum of 5 years of field experience in a relief or development context is required (at least 3 years for candidates holding a Master’s degree).
  • At least 1 year of direct experience in program design, monitoring and evaluation, or MEAL management.
  • Proven experience with both qualitative and quantitative data collection methodologies and analysis.

Technical Skills:

  • Demonstrated capacity in building staff skills in project monitoring, reporting, and evaluation.
  • Experience in applying Information and Communication Technology (ICT) tools in development and emergency programming.
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint); knowledge of statistical tools such as Access or SPSS is an added advantage.

Language and Communication:

  • Strong written and verbal communication skills in English are essential.
  • Mother language is Arabic
