General job description
The MEAL Coordinator will be responsible for:
- implementing the monitoring and information strategy in Syria, developing tools, planning, implementing, and tracking monitoring activities, as well as overseeing external reviews and evaluations.
- Coordinate and consolidate MEAL activities with the technical areas.
- Coordinate the implementation of the MEAL team’s work plans, contributing to the country strategy and the formulation (or reformulation) of proposals, ensuring the implementation of MEAL minimum standards in close collaboration with the ACF team and partners.
- Establish and consolidate the Information Management (IM) area, ensuring the publication of its strategic products at the mission level, beyond project-specific information.
Key activities
Objective 1: Coordinate the department, processes, and activities of Monitoring, Evaluation, Learning (MEAL), and Information Management (IM).
- Defines an annual strategic plan for the MEAL & IM department, following the mission’s strategic framework. Updates the annual/quarterly project plan from which the rest of the MEAL activities are derived.
- Coordinates the MEAL & IM activities to ensure the necessary support and resources for the performance of their functions according to the required quality compliance standards.
- Designs the appropriate tools using quantitative and qualitative methodologies for data and information collection, processing, and analysis.
- Develops, in coordination with the technical team, the methodology and work plan for monitoring and evaluating project activities and conducts field visits for supervision.
- Oversees the MEAL budget, ensuring efficient resource allocation and alignment with departmental priorities.
- Contributes to proposal development by integrating MEAL components (including LogFrames and MEAL plans for each new contract), ensuring alignment with donor requirements and organizational standards.
- Manages reporting processes, consolidating MEAL data and producing high-quality reports to inform decision-making and donor communication.
- Oversees general MEAL activities, including surveys, Post-Distribution Monitoring (PDM), and other assessments, to measure project effectiveness and impact.
Objective 2: Capacity development of ACF staff and partners contributing to the quality standards
- Strengthens the technical capacities of the mission’s MEAL team. Defines an internal training plan with specific quarterly objectives and implements it.
- Ensures that operational procedures and tools related to MEAL are regularly updated.
- Provides technical assistance and promotes training activities for partners’ MEAL teams on new processes or tools.
Objective 3: Ensure the implementation of the accountability and learning strategy, activities and systems
- Ensure that the Complaints and feedback response mechanism is implemented
- Alongside programme team, ensures that the programme is carried out with the participation of the target communities and that information is shared with them.
- Actively participates in the design and implementation of strategies and activities for knowledge management and lessons learned exercises.
Objective 4: Implementation and development of the information management system
- Design of the information system at the mission level. The data and information flow should enable the extraction of relevant project data from existing repositories and documents for mission-level consolidation while incorporating key information from secondary humanitarian sources.
- Design of templates for mission-level information products tailored to their objective and target audience (with a priority on generating documents that highlight humanitarian needs for SMT, possibly for advocacy or outreach purposes).
- Analysis and generation of information products defined in collaboration with relevant stakeholders (Deputy Country Director, Technical Coordinators, Data Manager, etc.).
- Ensures compliance with data protection standards, implementing protocols to safeguard sensitive information and training staff on data privacy best practices.
Candidate description
- University degree in a relevant discipline such as operations research, Development / Humanitarian Studies, quantitative and qualitative analysis, monitoring and evaluation, statistics, etc.
- Extensive experience in project cycle management, research, data gathering and management, quantitative/qualitative analysis and English reporting.
- Experience on humanitarian needs assessments is a must Gender / protection mainstreaming related experience
- 3 years of experience within humanitarian organizations, in project cycle management and in M&E positions, with management responsibilities
- Demonstrable capacities in design and implementation of MEAL systems.
- Experience in quantitative and qualitative data collection approaches and tools.
- Capacity to facilitate work with community-level actors in planning, design, implementation of MEAL.
- Demonstrable track record in effective team leadership and communications at a management level.
- Ability to conceptualize, perform and direct team research and writing of technical documents.
- Demonstrated MEAL field experience and competencies in collecting, synthesizing, analyzing and presenting data to a variety of audiences
- Excellent communication skills in Arabic and English both oral and written.
- Able to work under Windows OS and proficiency in the basic office tools
- Skilled in analytical and data visualization systems
- Knowledge of information management systems.
- Knowledge of Kobo Toolbox and Power BI are a must
- Knowledge of ActivityInfo desirable
- National mobility to implementation areas
Remuneration package
Contract period: 12 months renewable base on Action Against Hunger fund and performance.
Salary/benefits: According to Action Against Hunger’s salary scale and terms and conditions.
Duty station: Damascus
