We pioneer innovative approaches by taking proven methodologies from the commercial sector to adapt them to the context, but we also co-create solutions with our clients so they can own, implement, and continuously improve their systems independently in the long term.
Who we are looking for:
We are seeking a Manager to join our dynamic team based in Dar es Salaam. This role will lead and manage workforce optimization projects under the guidance of the Regional Manager – Workforce Optimization. The Manager will lead a team of Analysts and Senior Analysts, provide technical leadership and project management support, and ensure the effective implementation of workforce optimization interventions. The Manager will also oversee the design and implementation of training programs, the development of workforce optimization tools and processes, and facilitate new business development. They will lead curriculum design efforts and provide technical guidance to create engaging learning experiences based on adult learning principles to build health workforce knowledge, skills, and competencies.
The Ideal Candidate:
The ideal candidate should be a strategic, self-driven, and highly motivated professional, passionate about skills and capacity building, and confident in their communication, with the ability to express ideas and opinions clearly and respectfully, even in challenging situations.They should have experience managing teams and projects, with a strong background in providing thought leadership in workforce optimization. This includes expertise in workforce planning and management, performance management, training program design and implementation, curriculum and learning material development, project execution, new business development, and creating tools for workforce optimization. Skilled in stakeholder engagement within the health sector, they should have a curious, problem-solving mindset and be adept at coordinating multiple tasks, leading diverse teams effectively, and meeting deadlines in a fast-paced environment. A comprehensive understanding of health supply chain workforces and the unique challenges in low- and middle-income countries is essential. This knowledge will be applied to drive workforce optimization initiatives.
Responsibilities:
- Project Management: Oversee the development and execution of project work plans, ensuring tasks and deliverables are completed on time and within budget. Manage project implementation, monitor progress, and ensure quality and accountability for key deliverables.
- Workforce Optimization Interventions: Lead the design and oversee the delivery of user-centered workforce optimization initiatives including training programs and incentivized continuous learning interventions. Adept in curriculum design and development of instructional materials, and able to oversee quality and effectiveness, while mentoring the team to build these capacities. Ensure effectiveness of skill and competency building by using varied methodologies and incorporating adult learning principles.
- Team Leadership and Development: Manage and mentor a team of Analysts and Senior Analysts. Implement individual staff performance management, and learning and development plans to build skills and provide professional growth opportunities.
- Stakeholder Collaboration: Work closely with clients, government agencies, and other stakeholders to implement workforce optimization interventions. Collaborate with pharmacists, pharmaceutical technologists, and partners to raise awareness and create demand for workforce optimization services.
- Quality Assurance: Standardize and ensure the quality of training and workforce optimization outputs. Model and mentor the team in key methods and tools, maintaining high standards in the development of SOPs, curriculum, facilitators guides, and the conduct of workshops and training.
- Business Development: Contribute to new business development by identifying opportunities, developing proposals, and building client relationships. Focus on innovations in workforce optimization to diversify the organizational portfolio and ensure sustainable revenue growth.
- Representation: Represent inSupply Health at regional and national engagements, conferences, and working groups. Disseminate inSupply’s work, debrief and share key information within the organization, and promote activities for workforce optimization.
- Knowledge Management: Identify opportunities for knowledge management internally and externally. Document and share Standard Operating Procedures (SOPs), successes, and lessons learned to enhance organizational learning and improvement.
- Project Risk Management: Identify, assess, and manage project risks, developing mitigation strategies to ensure project objectives are met within scope, time, and budget constraints.
Qualifications:
The ideal candidate should possess:
- A bachelor’s degree in Pharmacy, Public Health, Health Supply Chain, or a related field (Master’s degree preferred).
- At least 8 years in global health or development, with a strong emphasis on project management, training, and team leadership. Experience working with national and subnational Ministry of Health teams is required.
- An openness to learning and the ability to adapt in a dynamic, rapidly evolving environment.
- Strong skills in performance management, coaching, and mentorship, with the ability to support and develop team members’ professional growth and achieve organizational goals.
- Deep understanding of the scope of practice and task shifting among health cadres, particularly in the context of health supply chain.
- Experience managing client relationships and establishing partnerships with members of the international donor community, including bilateral/multilateral agencies and private foundations.
- Demonstrated strong proficiency in applying adult learning principles to develop and deliver learning materials, facilitator guides, and curricula to a wide and diverse audience of learners. Expertise in instructional design, curriculum design and development, and delivering training programs using various methodologies.
- Proven ability to design, facilitate, and implement effective training programs and workforce optimization strategies that meet project objectives.
- Strong presentation skills, with the ability to engage and influence key stakeholders, and build lasting partnerships across diverse settings.
- Excellent oral and written communication skills, with a proactive approach to presentation and organizational tasks. Strong analytical and problem-solving skills, with the ability to simplify complex information. Proven ability to write clear, concise reports is essential.
- Experience contributing to business development initiatives, including proposal writing and market analysis.
- Demonstrated ability to lead, motivate, and manage a team to deliver effective training programs and meet project objectives.
- Flexibility to travel extensively within Tanzania (up to 30%) and occasionally within the region.
Desired Competencies:
- A professional qualification in Supply Chain Management with membership in a relevant professional body is highly desired, as well as certification as a Project Management Professional (PMP).
