Project Background

USAID/ West Bank and Gaza (WBG) Accountable Local Governance Activity is a four-year, four months project that aims to improve the delivery of essential public services and to promote inclusive and accountable governance. The Activity interventions will improve service delivery, enhance the effectiveness of municipal operations, strengthen local government unit (LGU) fiscal management, and build resilience to shocks and stressors. The Activity will strengthen municipal responsiveness to citizens’ priorities and concerns, enhance civic engagement in local governance with a focus on under-represented and marginalized groups, and help connect LGUs, civil society, and other institutions to improve service delivery and enhance accountable governance.

ROLE PURPOSE

The IT Specialist is responsible for overseeing the IT needs of the project’s main and regional offices, including system installations, maintenance, support, and technical advice. The IT Specialist ensures that DAI’s established standards are followed and that proprietary project solutions are fully functional, efficient, and cost-effective. This role includes providing user support and managing relationships with outside system support companies as needed.

Responsibilities also include managing and maintaining LANs (Local Area Networks) in the program’s main office and field offices. The IT Specialist will ensure proper backup and restore procedures are followed, maintain network security (antivirus and communication devices), and ensure end users have access to shared files, printers, and email. Additionally, the IT Specialist will conduct IT assessments and prepare reports for grantees and project partners per OIMT standards to ensure appropriate solutions (equipment, software, and services) are provided to beneficiaries.

KEY DUTIES AND RESPONSIBILITIES

Network and System Maintenance:

  • Maintain and install local networks (cabling, switches, NIC configuration, TCP/IP, NAT, TCP/IP printing, Windows network, and domain services).
  • Maintain WAN connectivity (Internet connection and services, device configuration, and maintenance).
  • Maintain servers and server applications (hardware integration, Windows Server maintenance, Hyper-V, Windows updates, software patch management, antivirus maintenance, and monitoring, backup services).
  • Install, configure, and maintain client computer hardware and applications (laptops, desktops, MS Windows 10 Pro and 11 Pro, MS Office Suite, IBM Notes, O365 general use and troubleshooting, antivirus installation and troubleshooting).

User Support and Training:

  • Provide user support and training.
  • Manage and supervise support provided by local companies (ISP or other IT service providers).
  • Ensure all tasks are performed in the project’s field offices.
  • Regularly communicate with the Home Office OIMT IT Operations team regarding network, system hardware and software changes/issues/updates, and user registration, updates, and termination.

Procurement and Inventory Management:

  • Assist in the procurement and evaluation of all technical equipment (including phones, copiers, etc.) in compliance with DAI IT standards and procedures.
  • Administer and maintain IP PBX extensions and hardware.
  • Communicate with the OIMT IT Operations team regarding the implementation of special features on the system.
  • Assist local office managers in properly inventorying IT equipment.
  • Conduct IT assessments for beneficiaries and produce reports per DAI OIMT procedures.
  • Prepare procurement specifications and SOWs for IT procurements per DAI standards.
  • Review all IT procurement requests in TAMIS.
  • Assist the Director of Finance and Operations and provide advice in annual IT inventory and software audits.

Compliance and Documentation:

  • Maintain a good knowledge and understanding of all policies and procedures as set forth in the project’s Field Operations Policy Manual and DAI Operations Manual.
  • Any other duties assigned by the supervisor.

QUALIFICATIONS

  • Bachelor’s degree in computer science, Information Technology or in a relevant field ; equivalent experience will be considered.
  • Minimum of 6 years of relevant experience in IT system administration, maintenance, and or user support.
  • PC and server support experience.
  • Knowledge of Windows Server and Windows Client operating systems.
  • Knowledge of Hyper-V virtualization platform.
  • Knowledge of Windows network services: AD, DNS, DHCP, WSUS, print and file sharing.
  • Experience with IBM Notes Client configuration.
  • Experience with Outlook client or O365 services.
  • Knowledge of backup and restore services.
  • Understanding of physical and logical LAN and WAN infrastructure principles.
  • Experience with communication equipment and VPN services.
  • Demonstrated honesty, trustworthiness, initiative, and self-motivation in handling all assigned tasks.
  • Professional Proficiency in English and Arabic.

REPORTING

The IT Specialist will report to the Director of Finance and Operations
