I. MSF INTERNATIONAL
Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural disasters. MSF offers assistance to people based only on need and irrespective of origins, religion, gender or political affiliation.
MSF International is the legal entity that binds MSF’s 24 sections, 27 associations and 18 branch offices together. Registered in Switzerland, MSF International provides coordination, information and support to the MSF Movement, as well as implements international projects and initiatives as requested.
II. POSITION BACKGROUND
The general objective of this position is to support the IPC in implementing the objectives of the pharma strategy for the Pharmacy platforms, and ensure coordination between the platforms members as well as with other groups/platforms within MSF.
III. PLACE IN THE ORGANISATION
The interim Operational Pharmacist reports directly to the International Operational pharmacist as part of the International Pharma Coordination team. S/he will be in close contact with the pharma network, specifically the section pharmacists (SP) group, the Operational Centers (OCs) pharma advisors and regional/intersectional pharmacists.
IV. OBJECTIVES OF THE POSITION
- Support the international operational pharmacist in the planning and implementation of the objectives defined within the Pharma Network Plan of Action, specifically those objectives related to in-country procurement and pharmacy management.
- Ensure proactive coordination within the pharma network on operational intersectional platforms.
- Closely liaise with other areas, mainly Supply, to continue supporting joint efforts to integrate pharmaceutical standards within the MSF Supply chain.
- Represent the pharma network on transversal or multidisciplinary forums when required.
V. MAIN RESPONSIBILITIES
Operational support to MSF Sections
- Ensure effective coordination and communication between ISPs, SPs, and other relevant stakeholders, such as actors in the supply department.
- Organize section pharmacists meetings and ensure follow-up on action items.
- Provide support to the IPC on specific requests or dossiers as needed on an ad-hoc basis.
- Evaluate to what extent the excursion management process can be standardized across the various sections.
- Frame the responsibilities between SPs, ISPs and CSI group, including those assigned to ESCs, following the creation of new pharma platforms
MSF in-country procurement
- Strengthen processes, and develop tools if needed, to support SPs and ISPs to facilitate Local Market Assessments. If required, collaborate with the SPs, OC Pharma QA ref and IO QA coordination to standardize the EV LP request form, as well as the form used by the OCs to document the outcomes of the EV LP requests.
- Establish conversations with Supply community to define in detail the responsibilities of supply and pharma regarding LMAs and interaction with Local suppliers.
Pharmacy management
- Provide support in pharmaceutical expertise to the Operational Centers (OCs) regarding pharmacy management or other pharmaceutical fields.
- Facilitate the completion of the intersectional pharmacy guidelines project if required, providing support and input the international guidelines team when required. If required, engage discussions with the focal points, editorial committee and/or IGP team.
- Ensure effective communication and coordination within the pharma network, as well as with other relevant stakeholders, regarding strategic projects and initiatives related to pharmacy management.
- Collaborate closely with other departments, particularly Supply, to support joint efforts and promote pharmaceutical standards within MSF.
- When necessary, represent MSF OCs in intersectional and multidisciplinary platforms.
VI. REQUIREMENTS
- Senior pharmacist (master in pharmacy).
- Minimum 5 years of experience, with at least 2 years in MSF (with specific focus on the pharmaceutical field perspective).
- Good knowledge of MSF quality assurance and procurement policies.
- Fluency in English (French would be an asset).
- Mature with strong interpersonal and organisational skills.
- Autonomy, ability to work independently, ability to report.
- Strategic planning and negotiation skills.
- Team leadership and people management.
- Complex problem-solving with analytical skills and attention to details.
- Willingness to travel regularly in Europe and in the projects
- Able to represent MSF in relevant meetings
