Position Title: Information Management Coordinator

Background:

The Near East Foundation (NEF) is seeking candidates for an Information Management Coordinator to be based in Syria. NEF is a non-profit international development organization that has supported livelihoods recovery and community-based economic development in the Middle East, Africa, and Caucasus since 1915. NEF draws on local teams, experience, and partnerships in these regions to create community-led solutions to improve livelihoods and local governance among conflict and crisis-affected groups, while maintaining neutrality and ensuring inclusiveness in our approach. Working through a network of country offices and local partners, NEF currently has operations in ten countries: Armenia, Jordan, Lebanon, Iraq, Mali, Morocco, Palestine, Sudan, South Sudan, and Syria. Our programs are organized around three pillars: Inclusive Economic Development, Climate-resilient Development, and Stabilization and Peacebuilding.

Position Description

The Information Management Coordinator will lead the development, implementation, and oversight of data systems and processes to ensure effective data collection, storage, analysis, and reporting. This role supports evidence-based decision-making, enhances program monitoring and evaluation (M&E), and ensures compliance with data protection standards. The incumbent will develop, maintain, and enhance databases to store accurate and structured data for different NEF projects. The role includes ensuring the automated calculation of project indicators, progress tracking against set targets, and the creation of dynamic data visualization tools such as infographics and charts. The Information Management Coordinator will also be responsible for data cleaning, coordinating with field and MEAL teams, and providing accurate data for reporting purposes. Additionally, the Coordinator will contribute to the continuous improvement of information management systems to ensure efficiency, accuracy, and sustainability.

Key Responsibilities:

Data Systems Development and Management

  • Design and implement data management systems tailored to programmatic needs;
  • Develop and maintain databases, to store, organize and manage project-related data.
  • Ensure databases have the necessary functionalities to automatically calculate indicators and track progress against targets.
  • Implement data validation rules to ensure accuracy and completeness.
  • Regularly assess and improve database performance, security and user accessibility.
  • Develop user-friendly and sustainable database solutions to enhance data accessibility and usability.
  • Manage and maintain NEF’s Landing Management System (LMS) to store, track and manage credit data.

Data Processing, Cleaning and Validation

  • Code and digitalize data collection tools and templates.
  • Ensure timely collection, cleaning and processing of data received from field teams.
  • Coordinate with the field and MEAL teams to resolve data discrepancies and ensure high-quality data collection.
  • Develop and implement standard operating procedures (SOPs) for data quality assurance.

Reporting and Visualization

  • Develop automated reports and dashboards to track project progress.
  • Create dynamic data visualization tools, including charts, graphs, and infographics to present key project findings.
  • Support the MEAL Manager in preparing periodic internal and external reports by providing accurate and up-to-date data.
  • Feed into the Indicator Tracking Tables (ITT) to monitor and analyze project performance.

Information Security, Privacy and Compliance

  • Implement and enforce data security protocols to protect sensitive programmatic and beneficiary information and prevent unauthorized access or loss of data.
  • Ensure compliance with data privacy and protection standards.
  • Train relevant staff on data management best practices to enhance compliance and efficiency.

Innovation and System Enhancement

  • Identify and implement innovative approaches to improve data management and reporting.
  • Explore and integrate new tools and technologies to enhance database functionalities and visualization.
  • Develop user guides and training materials for field teams to effectively use database systems.

Coordination and Capacity Building

  • Work closely with MEAL and program teams to understand their data needs and tailor database solutions accordingly.
  • Provide capacity building support to program and field staff on data entry, analysis, reporting and visualization tools.
  • Support in developing data management workflows that align with project objectives and organizational goals.

Qualifications and Requirements

  • Bachelor’s or master’s degree in data science, Information Management, Statistics, or a related field.
  • Minimum of 5 years’ experience in data management within INGOs, humanitarian, or development contexts.
  • Proven experience in designing and managing databases, data collection tools, and reporting systems.
  • Familiarity with M&E frameworks and programmatic data management in sectors such as health, education, or livelihoods.

Technical Skills

  • Proficiency in database management systems (e.g., Excel, SQL, MS Access).
  • Strong skills in data analysis software (e.g., SPSS, R, or Python).
  • Experience with data visualization tools (e.g., Power BI, Tableau).
  • Strong understanding of data privacy and protection principles.
  • Knowledge of data protection regulations (e.g., GDPR).
  • Strong expertise in KoBo and other data collectiontools

Soft Skills

  • Strong analytical and problem-solving abilities.
  • Excellent communication and interpersonal skills.
  • Ability to work collaboratively in cross-cultural and multidisciplinary teams.
  • Strong organizational and time management skills.

Reporting and Supervision

The Information Management Coordinator will report to the Syria MEAL Manager and work in close coordination with the MEAL program and credit teams.
