About TSSP Phase 3
The PNG–Australia Transport Sector Support Program Phase 3 (TSSP3) is a critical, high-priority Australian investment that stands to make a major contribution to PNG development outcomes.
Working closely with the Government of PNG (GoPNG), TSSP3 will build on the significant body of achievements, lessons, and relationships from the past 17 years of operation and will continue to contribute to the achievement of the overarching goal of:
‘A more effective, efficient, and inclusive transport system, enabling the economic and social development of PNG.’
Gender Equity, Disability Equity, and Social Inclusion (GEDSI) and Social and Environmental Safeguards, Locally Led Development (LLD), Climate Change and Disaster Resilience (CCDR) and Monitoring, Evaluation, Research, Learning and Adapting (MERLA) are a key focus for the program and are integrated into all of TSSP3’s activities and operations.
This phase of TSSP3 will run from November 2023 to November 2028.
About the Role
Reporting to the Governance and Sector Coordination (GSC) Lead, the ICT Short Term Adviser will conduct a comprehensive diagnostic assessment of the Department of Transport’s (DoT) ICT environment, encompassing systems, infrastructure, digital capacity, connectivity, and ICT governance.
The Adviser will identify gaps, risks, and improvement opportunities to ensure DoT’s ICT systems are modern, secure, connected, and capable of supporting its core mandates. The role includes formulating a detailed and costed roadmap of ICT improvements—covering infrastructure, software, licensing, maintenance, connectivity, cloud migration, and workforce development.
A key responsibility is to consult closely with the PNG Department of Information and Communications Technology (DICT) to ensure alignment with national frameworks, including the Digital Government Act 2022, National ICT Policy (2018), Cloud Computing Policy, and National Cyber Security Policy.
About you
Selection Criteria:
- Bachelor’s degree in ICT, computer science, engineering, or related field. A diploma and 10+ years’ experience may be accepted in lieu.
- At least ten years’ experience in ICT in the management of intranets, websites, data security and protection, and the application of software in medium to large sized business or in government
- Proven ability of using a broad range of capacity development modalities; including assessing training needs, providing ICT basic and advanced training and developing training plans
- Demonstrated ability to foster, develop and maintain strong relationships with GoPNG counterparts and manage complex stakeholder relationships
- Demonstrated experience producing reports or other written documents that can inform discussion and provide a way forward
- Experience working with Government of PNG including an ability to establish constructive relationships across government is highly desirable
- Proven training delivery and workforce capability development experience
- Strong understanding of the PNG Government’s digital transformation efforts including shared services such as the Government Cloud Platform, digital standards, ICT project design, governance and cyber safety
- Proven project management skills and attention to detail, with ability to prioritise workload, work effectively both independently and as part of a team, and deliver quality outputs within agreed timelines
- Excellent written and verbal communication skills.
