Counterpart International is seeking a Costing and Pricing Officer to support the proposal budgeting processes as part of the New Business Development (NBD) Unit. This is a full-time position based in Washington, DC.

The Costing and Pricing Officer will coordinate the development of proposal cost volumes, under the direction of the Proposal Manager and working with multiple Counterpart teams. The Officer will conduct an in-depth review of all assigned solicitations, establish cost and pricing data for applications/ proposals, develop budgets and budget narratives in accordance with solicitation requirements and donor compliance, prepare the cost volume (including the cost volume outline, certifications, and cost narrative), and work with subrecipients in relation to cost and budgeting. The Officer will work on Counterpart International’s business development efforts with a primary focus on US Agency for International Development (USAID), US Department of Agriculture (USDA), and US Department of State (DOS). This position is hybrid with two days in the office per week and will report to the Cost and Pricing Associate Director, New Business Development.

Responsibilities

  • Prepares budgets and cost applications in response to Request For Application (RFAs), Request for Proposals (RFPs), Indefinite Delivery Indefinite Quantity (IDIQs) as needed for USAID, USDA, DOL and other donor solicitations, including compelling budget narratives and related cost documents, ensuring all compliance requirements are met.
  • Reviews solicitations to identify cost proposal issues to be clarified and/or addressed.
  • Develops cost proposal schedules, formats Excel templates, conducts pricing research and prepares supplemental cost documents needed for submission.
  • Develops competitive pricing strategies, provides cost/pricing input, and resolves issues as needed.
  • Participates in meetings and interacts with proposal team leads throughout proposal development process.
  • Works with proposal subrecipients, negotiates costs and budgets, and coordinates overall partner budgeting process.
  • Writes concise and compelling budget narratives and responds to final budget questions when needed.
  • Packages and prepares the entire cost volume for review and approvals, in coordination with proposal teams.
  • Coordinates cost and pricing consultants for other solicitations when surge support is needed.
  • Perform other duties and responsibilities as required.

Qualifications

  • Bachelor’s Degree in business, Finance, International Development or related field; or Master’s degree in Business, Finance, International Development or related field preferred.
  • Minimum of 4-5 years relevant experience
  • Demonstrated familiarity with USAID requirements, including the FAR, ADS (and particularly 22CFR226), and OMB “SuperCircular”.
  • Working knowledge of USG assistance and acquisition contracting types including: cost reimbursable budgets, CPFF, CPAF, FFP, T&M and IDIQ.
  • Familiarity with USDA McGovern-Dole and Food for Progress cost requirements preferred, but not required.
  • Must have advanced skills in Microsoft Excel.
  • Ability to think critically through complex cost and business challenges and communicate your work to a diverse audience including potential partners, technical experts, proposal managers, and executives.
  • Ability to take full ownership of the cost volume with minimal oversight.
  • Advanced organizational skills and exceptional attention to detail and accuracy under time pressure and on short deadlines.
  • Strong interpersonal and problem-solving skills.
  • Fluency in written and spoken English is required; Additional Language skills preferred.
  • Teamwork focused; work cooperatively and effectively with others to achieve common goals. Focused on building a culture around inclusion, professionalism, and trust.

The salary range for this position is $50,502-$80,803 annually.
