- Responsible for the overall planning, quality implementation, management, supervision, and monitoring of the project. The HoP ensures that Action Against Hunger’s institutional policies, sectoral guidelines, national regulatory frameworks, and donor requirements are fully integrated and respected throughout the project cycle. This includes leading technical delivery, resource management, team performance, coordination with partners and stakeholders, and ensuring project visibility and accountability.
- Accountable for achieving results in line with approved proposals, work plans, and budgets while maintaining strong relationships with internal teams, partners, donors, and local authorities. The HoP ensures that cross-cutting themes such as gender equality, protection, accountability, and environmental sustainability are mainstreamed in all project activities.
Key activities in your role will include
Objective 1: Project Planning, Implementation, and Coordination
- Lead the design and implementation of project activities in accordance with approved proposals, donor requirements, and organizational standards.
- Coordinate with technical coordinators, partners, and government counterparts to ensure integrated and harmonized project delivery.
- Develop detailed implementation plans, allocate resources, and monitor progress against targets and timelines.
- Ensure compliance with donor and organizational reporting requirements.
- Maintain constructive engagement with partners and stakeholders at local, regional, and national levels.
Objective 2: Human Resource Management
- Supervise and mentor project team members, ensuring performance management and professional development.
- Coordinate recruitment, induction, and training in collaboration with HR and technical coordinators.
- Conduct regular team meetings, field visits, and performance reviews to ensure staff motivation and alignment with project objectives.
Objective 3: Financial and Administrative Management
- Oversee project budget management, ensuring timely forecasting, monitoring, and reporting.
- Ensure compliance with financial procedures, procurement policies, and donor regulations.
- Coordinate with the finance and logistics teams to ensure timely processing of payments, procurements, and logistical support.
Objective 4: Logistics and Supply Chain Management
- Lead the development and monitoring of project procurement plans.
- Ensure timely procurement and distribution of goods and services.
- Coordinate fleet and equipment management to support project activities.
Objective 5: Monitoring, Evaluation, Reporting, and Knowledge Management
- Lead and ensure timely submission of quality internal and external project reports.
- Lead the documentation of good practices, lessons learned, and project achievements.
- Ensure compliance with utilization of institutional tools and digital platforms/applications, data archiving, visibility, and communication protocols.
Objective 6: Coordination, Representation, and Advocacy
- Represent Action Against Hunger in coordination platforms, clusters, and stakeholder meetings.
- Promote community participation and government engagement in project design and implementation.
- Identify and build synergies with other projects, partners, and stakeholders.
- Mapping and capacity building of local partners.
Objective 7: Safety and Security Management
- Ensure staff compliance with Action Against Hunger security protocols.
- Monitor security risks and report incidents to security focal points.
- Lead the application of security measures and contingency plans during project operations.
Do you meet the profile required criteria?
- Bachelor’s Degree in Social Sciences, Disaster Risk Management, Project Management, or related field (Master’s Degree is an advantage).
- Middle or Senior-Level Management Training is preferred.
- Strong knowledge and practical experience in Project Cycle Management (PCM).
- Demonstrated skills in budget management, financial oversight, and risk mitigation.
- Experience in managing humanitarian and multi-sector development projects (e.g., DRR, CCA, livelihoods, WASH).
- Familiarity with ECHO and other donor guidelines.
- Proven experience in developing and managing partnerships and consortium-based projects.
- Capacity in mentoring, coaching, team leadership, and capacity-building.
- Ability to work independently and manage complex operations with minimal supervision.
- Minimum 5 years of experience in DRR, CCA, humanitarian response, and/or development projects.
- At least 3 years in a senior project management position overseeing multi-sector teams and operations.
- Experience in working with government agencies, clusters, donors, and local partners.
- Experience in conflict-affected areas, preferably Mindanao.
- Experience in advocacy, community engagement, and institutional capacity-building.
- Familiarity with UN cluster coordination mechanisms (leadership role is desirable).
- Fluent in English and Filipino (spoken and written).
- Maguindanaon speaking and writing skills knowledge of other local language is an advantage.
- Proficiency in MS Office Suite (Teams, Outlook, Word, Excel, PowerPoint).
- Willingness to travel frequently to project sites and Manila as needed.
- Valuable prior experience in issues related to the promotion of gender equality or personal commitment to gender equality.
