Context:

Under the overall supervision of the Chief of Mission (CoM) in IOM Mozambique, direct supervision of the Deputy Chief of Mission (DCoM), and in close coordination with the Heads of Units and Head of Sub-Offices in Beira, Nampula and Pemba, the Grants Programme Manager will be responsible for managing the Grants Management Unit which oversees and coordinates implementing partner (IP) and grant management for the IOM Mozambique mission. The Grants Programme Manager will be responsible for ensuring the effective and coordinated day-to-day implementation of specific grants and implementing partner projects, under all sectors of work in which the IOM Mozambique mission engages. The Grants Programme Manager will be responsible for overseeing and ensuring the smooth management of grant awards and capacity building of partners throughout the project or award lifecycle.

The role is to be based in Maputo but roving across provinces as needed.

Core Functions / Responsibilities:

  1. Manage the staff and work of the Grants Management Unit, directly supervising the Grants Programme Officer. Provide training on all related aspects of the grants process and database, and ensure the overall integrity and appropriate function of all activities of the unit.
  2. Lead the development and implementation of the grants cycle, from identification of opportunities to selection, award, reporting, and project closure, ensuring smooth processing and compliance with donor requirements, IOM regulations, and standards.
  3. Liaise with the Resource Management Office, Programme Support, and other relevant departments for implementation progress. Ensure that grants and implementing partner activities are implemented on time, within scope, budget, and at high technical standards. Take remedial action for issues or delays to ensure prompt resolution.
  4. Oversee and ensure robust monitoring of grant activities, both for internal grants and sub-grantees. Regularly assess progress to ensure adherence to the terms of the award, IOM procedures, and donor requirements, swiftly addressing deviations based on monitoring data.
  5. Ensure that the Grants Management Unit maintains an updated information management system, with all relevant documents, including proposals, agreements, budgets, and reports, stored in an organized manner. Provide oversight for the timely submission of quality reports, both financial and narrative, to donors and other stakeholders.
  6. Lead the design and implementation of capacity-strengthening initiatives for local implementing partners. Advise and guide internal and external technical experts for the identification of gaps and the delivery of relevant training programs to enhance and improve partners’ capacity in project management and reporting.
  7. Establish, strengthen and maintain effective working relationships with governmental bodies, donors, UN agencies, NGOs, and other stakeholders to ensure alignment of grant activities with broader humanitarian and development objectives. Represent IOM and grants management activities in relevant fora and substantively contribute to joint initiatives and partnerships.
  8. Develop innovative strategies to enhance grant management processes, including localization efforts, in coordination with relevant units. Provide technical, operational and administrative advice for the development of internal systems, tools, and guidance to ensure professional and principled grant delivery.
  9. Ensure appropriate levels of risk management are incorporated in grants processes, conducting due diligence on partners and monitoring activities to mitigate risks. Ensure that grants meet IOM’s high standards of accountability and transparency throughout the project lifecycle.
  10. Coordinate and ensure timely submission of all internal and external reporting related to grants. Establish and maintain active communication channels with implementing partners, donors, and internal units to ensure smooth programme implementation and resolve any issues that arise during the grant cycle.
  11. Liaise with legal and procurement units to ensure that all grants and contracts comply with legal requirements. Oversee the drafting and signing of legal agreements, memoranda of understanding, and other relevant documents with implementing partners.
  12. Ensure the integration of cross-cutting themes such as gender, protection from sexual exploitation and abuse (PSEA), accountability to affected populations (AAP), and environmental considerations into all grant activities.
  13. Conduct field visits as necessary to monitor and evaluate funded activities, ensuring compliance with project objectives, and providing direct support and advice to partners to troubleshoot and improve project outcomes.
  14. Undertake travel duties, as necessary.
  15. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Sciences, Business Administration, International Relations, Law or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Demonstrated experience in working with implementing partners, grantees or third-party organizations to implement activities;
  • Demonstrated experience in grants programming and civil-society strengthening;
  • Experience developing, managing and delivering capacity building activities;
  • Experience building partnerships with donor officials, cluster and sectoral leads;
  • Experience in managing staff preferably in a complex crisis setting; and,
  • Experience working within the broader humanitarian ecosystem and coordination fora as it relates to coordinating emergency response activities.

Skills

  • In depth knowledge of IP/grant award cycle and IOM internal procedures and controls for implementing partners;
  • Establishes and maintains effective relationships with implementing partners;
  • Familiarity with major crisis response sectors (WASH, Health, SNFI, etc.) and their coreactivities; and,
  • Familiarity with Information Management or Grant Management Systems.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of Portuguese or any local language is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
