About Pacific Labour Mobility Support Program

The Pacific Australia Labour Mobility (PALM) scheme is a signature initiative for the Australian Government that enables workers from 9 Pacific Island Countries (PICs) and Timor- Leste to work in priority sectors in Australia. The Pacific Labour Mobility Support Program’s (PLMSP) role is to provide the Department of Foreign Affairs and Trade (DFAT) and governments in 9 PICs and Timor-Leste with support to enable workers to access PALM scheme in inclusive ways that maximise the benefits for the workers and national economies while minimising risks from labour mobility participation. Palladium is contracted to deliver PLMSP on behalf of DFAT.

This Opportunity

The Gender-Based Violence (GBV) Project Coordinator will be responsible for finalising the GBV design, coordinating in itial GBV activity implementation and supporting broader GEDSI efforts in line with the PLMSP GEDSI strategy.

This role is based out of Brisbane, will report to the GEDSI Senior Manager and is a fixed term opportunity required till September 2028.

The GBV Coordinator will be responsible for:

  • Finalise the design of the GBV program, ensuring that the proposed approach meets DFAT’s standards, is aligned with DFAT policy and is culturally sensitive to the Pacific and Timor-Leste context.
  • Contribute to the development of the PLMSP GEDSI strategy, Country Engagement Plans and GEDSI analyses, ensuring they incorporate approaches to preventing and responding to GBV in the PALM scheme.
  • Develop and implement relevant GBV activities (including trainings, materials, events, partnerships, research) in line with the final GBV design and agreed implementation plan:
  • Ensure GBV activities are on track and on budget as per annual plan.
  • Ensure activities are delivered in a culturally appropriate way.
  • Support and supervise the GEDSI GBV Officer, ensuring they have a clear work plan.
  • Manage contracts and coordinate inputs from technical short-term consultants as required.
  • Develop and maintain partnerships and networks to address GBV in the PALM scheme, including with faith-based organisations and GBV service providers in Australia, the Pacific and Timor-Leste.
  • Coordinate with DFAT and Department of Employment and Workplace Relations (DEWR) on relevant approaches to address GBV in Australia.
  • Coordinate within PLMSP to ensure that addressing GBV is adequately integrated into the program. This includes, but not limited to, worker and family preparedness and reintegration activities and welfare team support for partner countries.
  • Understand how innovation and technology shape the way we work and introduce new ways of working through AI, data and technology.

We are seeking an individual who has:

  • A tertiary qualification in a relevant field such as Gender Studies, Social Sciences, International Development, Community Development or Anthropology.
  • At least five years’ professional experience working in program management, with a preference for experience focused on the Pacific and/or Timor-Leste.
  • Proven experience or knowledge in the prevention and response to GBV in Australia or internationally, with a preference for strong understanding of GBV in the Pacific and Timor-Leste context.
  • Exceptional interpersonal skills, with the ability to effectively engage with diverse stakeholders across various cross-cultural settings.
  • Demonstrated experience in budget and resource management to ensure timely delivery of program deliverables.
  • Strong liaison and coordination abilities.
  • Excellent written communication and report writing skills.
  • Highly developed organisational skills, with the agility to balance and prioritise multiple tasks while working under pressure
