Program Description:
The Jordan Technical Assistance Program (TAP), funded by the U.S. Agency for International Development (USAID), is a five-year education and youth project that seeks to transform the organizational culture and improve the abilities within the Ministry of Education and the Ministry of Youth to ensure officials can implement desired reforms. Creative and its partners will provide technical assistance in the development, roll-out, and tracking of policies and procedures to incorporate international best practices for public education and youth programming. Among the many activities in the Jordan Technical Assistance Program, it will support curriculum development, promote inclusive learning techniques, improve the skills of teachers and school managers, and other tangible activities that ultimately support changing the organizational culture within the two ministries and relevant agencies. The program will further support Jordan’s outreach and behavioral change communications initiatives that are aimed at creating a culture of reading, the inclusion of vulnerable children, and increased youth engagement.
Position Summary:
The Finance Officer will be responsible for applying accounting principles and procedures to analyze financial information, prepare accurate and timely financial reports and statements and ensure appropriate accounting control procedures. They will also be responsible for maintain personnel leave files that inform payroll.
Reporting & Supervision:
The Finance Officer will report to the Finance and Operations Director.
Responsibilities
Primary Responsibilities:
- Ensure financial records are maintained in compliance with accepted policies and procedures;
- * Ensure all financial reporting deadlines are met;
- * Ensure accurate and timely monthly, quarterly and year end close;
- * Establish and monitor the implementation and maintenance of accounting control procedures;
- * Continuous management and support of budget and forecast activities;
- * Track level of effort expended by TAP staff;
- * Ensure accurate and appropriate recording and analysis of expenses;
- * Liaise with Social Security Corporation, Income Tax Department, project vendors and banks;
- * Process payroll, Social Security and tax payments;
- * Coordinate closely with health and life insurance company, hotels, telecommunications and all other service providers on the renewal of their contracts, agreements and on obtaining their invoices;
- * Track and file personnel leave records both manually and electronically and maintain their tracking spreadsheets accurately and verify staff’s monthly timesheets.
- * Coordinate with the office administrative assistant on following up on hotel invoices and the supporting documentation needed to remit payments.
- * Review all field payments requests for accounting accuracy and record the entries on SL Dynamics.
- * Review the local subs monthly Invoices and liaise with them on any missing documents.
- * Prepare month-end reconciliations and ensure the reports are reconciled with Dynamics SL.
- * Assist in reviewing the participants local transportation and processing the payments.
- * Prepare all monthly supporting documentation, by scanning and uploading it into SharePoint.
- * Coordinate with HQ accounting team on all documentation related issues.
- * Coordinate with International Consultants in providing timely invoices and review the payments.
- * Assist Director of Fin. And Ops, on the annual budgeting and projections.
- * Perform other related duties as directed by the Finance Director.
- Qualifications
Required Knowledge, Skills & Qualifications:
- Bachelor’s degree in accounting, finance or related field;
- * At least four+ (4+) years of general work experience and two (2+) years of experience in accounting;
- * Administration and organizational skills;
- * Experience with computerized accounting essential;
- * Excellent oral and written communication skills;
- * Proficient in English and Arabic for both oral and written communication;
- * Proven ability to work well under pressure; and
- * Proficiency in Microsoft Office programs, including Word, Power Point, Excel and Access.
- Desired Skills & Qualifications:
- * Experience working with USAID funded programs.
