Finance Officer

The Finance Officer is assigned the primary responsibility for the Charity’s programmes in terms of Finances: financial planning, management of financial risks, budget management, financial operations processing, financial records-keeping, financial reporting, and financial data analysis.

The Financial officer ensures the management of MfM’s financial monitoring for Education for life Programme, including mainly its components: Mary’s Meals and Solar United Masoandro projects, Vulnerable Children Programme, and Resilient Forest and Livelihoods Programme. This role involves leadership, coordination, and collaboration with various stakeholders to ensure the effective delivery of MfM’s financial tasks and duties that are:

Financial administration:
• Ensuring compliance with current legislation
• Assisting the Head of Operations and ensuring compliance with financial regulations and standards
• Implementing financial policies and procedures and managing treasury operations
• Maintaining and update regularly access codes to bank accounts.
• Adhering to Data Protection Act (GDPR)
• Managing Payroll

Financial planning:
• Contributing to financial forecasting and risk analysis
• Budget setting and budget forecasting support to Head of Operations
• Budget setting and monitoring for the UK Office level
• Supporting portfolio managers in developing programs’ budgets
• Providing fundraising department with required financial information to develop project proposal documents for submission to relevant donors, and inputting into bid writing and strategic proposals

Financial operation processing:
• Ensuring efficient running of office finance systems including CRM and accounting packages
• Maintain and process on-line banking information
• Process monthly and quarterly journals as required
• Maintain electronic and ‘hard copy’ filing system
• Record and process all donations received in e-tapestry (CRM) and bank them accordingly
• Tracking income and record toward to the fundraising pipeline
• Processing transactions for partners and monitoring partners records of received funds
• Contributing to Financial control of activities through invoices approval and processing
• Processing payments of approved invoices and expense claims
• Operating an ‘Imprest’ account to manage the office Petty Cash.
• Ensuring annual review and update of financial processes

Financial reporting:
• Analysis of expenditure
• Reconcile monthly, the CRM financial donor information with Quick Books Essential accounting system.
• Prepare information for financial reports to donors and to other stakeholders
• Prepare and support the Audit process
• Providing management accounts to the Head of Operation in view of FGP approval for Charity commission accounting preparation
• Process the Charities Gift Aid claim and submit to HMRC

• Undertake any other financial duties as required.

This role is also key to allow that the delivery of MfM’s programmes (ED4L, SUM, VC, RFL) in coherence with MfM vision, mission, values, strategies, and policies. The leadership, management and technical knowledge will ensure the delivery of high-quality financial management and advance the position of MfM as a leading charity in Community reducing poverty.
The Finance officer promotes good working relationships and a spirit of collaboration withing MfM team, with partners, donors institutions and suppliers. This role implies caring about all programmatic, operational and financial system managing relationships with donors, beneficiaries, bank and charity authority.
As an officer, they contribute to strategic and cross-functional activities and participate in Money for Madagascar’s strategic organizational development.

Person Specification:
Accounting Technician qualification, with :
• At least 2 years general accounting experience
• At least 2 years’ experience in effective general administration of a small to medium size organisation.

Proven work experience as a Book-keeper using:
• Proficient in Microsoft Office Excel
• E-tapestry or other Customer Relational Databases.
• Quick Books essential or other accounting software, in particular designing management reporting
• Experience in the operation and use of Customer Relational Databases

• Excellent communication skills, both written and verbal. Proficiency in French is an asset
• Strong organizational skills and attention to detail
• Ability to work collaboratively in a team environment
• Compassionate and empathetic attitude towards clients and beneficiaries.

• Able to maintain organisational and personal confidentiality.
