INTRODUCTION
The International Training Centre of the International Labour Organization (the Centre) is the training arm of the ILO, the Specialized Agency of the United Nations which promotes social justice and human rights in the world of work. The Centre delivers training, learning and capacity development services to governments, employers’ and workers’ organizations, and other national and international partners, in support of decent work and sustainable development.
The position is located within the Financial Services (FINSERV) Unit.
Financial Services (FINSERV) is responsible for developing and applying budgetary, accounting and financial policies and procedures and for the efficient financial management of approved budgets in accordance with the Financial Regulations and Rules. FINSERV is composed of three sections: Accounting and Financial Reporting; Treasury; and Activity Budget Management and Reporting.
The Finance Assistant, G-5, plays a lead role in ensuring consistency and quality of work related to the implementation of the financial services provided. Impact of the work reflects directly on the overall reputation and image as a corporate service provider in terms of quality of process execution and responsiveness to client needs, as well as a direct impact on corporate financial reports issued by the Unit/cluster.
Work requires knowledge of the methods, procedures, rules, regulations and instructions relating to accounting control for an organization as well as the preparation of financial statements and very good knowledge of an ERP financial system and office applications.
Functional responsibilities
– Evaluate and monitor a variety of complex financial documents, accounts and correspondence for completeness of information, proper accounting codes and conformity with financial rules and regulations, and identify and investigate any anomalies or wrongly posted transactions and determine corrective action. This may include: general ledger accounts, suspense accounts, bank accounts, payment requests, client and supplier invoices, vouchers, external collaboration contracts; travel claims and advances; ILO-related transactions; etc.).
– Process complex financial transactions relating to claims, liabilities, inter-company accounts, fixed assets, and record these in the ERP system and other automated systems, where appropriate.
– Maintain and update computerized databases and systems. This may include: upload and transfer of budgets; payroll-related data; vendor and client databases, accounts and cost centres.
– Participate in the reconciliation and the preparation of complex financial data for various accounts and disclosures in the annual financial statements and any other financial reports.
– Monitor and reconcile accounts including the current account with the ILO: bank accounts; suspense and other control accounts of the general ledger; outstanding claims; commitments and open purchase orders; liabilities; expenditure, to identify any anomalies and to take any necessary corrective action.
– Verify complex transactions within the various accounts to ensure accuracy, completeness and compliance.
Train, brief and provide guidance to officials on financial issues and financial processes. This may require to participate in the preparation and delivery of training material on behalf of the Unit.
– Suggest improvements in, and participate actively in the development and enhancements of automated workflows supporting financial processes and procedures related to the work of the Unit.
– Examine client queries and provides explanations, addressing the supervisor when disputed, complex or unusual cases arise.
Draft correspondence in two languages to obtain clarifications, obtain explanations, follow-up on outstanding matters and respond to complex issues.
Perform other related duties as requested.
Qualifications required
Education
Completion of secondary school education, supplemented by tertiary training in accounting and/or finance.
Experience
At least five years of qualified relevant accounting and/or finance experience.
Languages
Excellent working knowledge in English and intermediate working knowledge of Italian (FAO level B). Knowledge of French or Spanish is an asset.

CONDITIONS OF EMPLOYMENT
General Service Category, grade G.5, Fixed Term, Regular Budget.
The salary range of this grade is the following: Euros 43,314 p.a. (minimum) to Euros 70,884 p.a. (maximum).
The selected candidate will be offered a fixed-term contract of two years which may be renewed, subject to a period of probation as established by Article 2.1 of the Staff Regulations.
