1. Background

LACU is implementing a Returning IDPs Family Support initiative aimed at enhancing the well-being of vulnerable families through access to psychosocial support, basic needs assistance, and capacity-building activities.
2. Objectives of Field Monitoring
- To verify that assistance is delivered in accordance with project plans and standards.
- To assess the effectiveness, relevance, and timeliness of support provided to returning IDPs.
- To identify gaps, challenges, and best practices in the field.
3. Scope of Work
The Field Monitoring team will:
- Visit project implementation sites in areas of return.
- Conduct interviews and focus group discussions with:
- Returning IDP families
- Community leaders
- Local authorities
- Project staff and implementing partners
- Review distribution records, beneficiary lists, and relevant documentation.
- Observe and document the condition and use of provided support (e.g., shelters, livelihoods kits, cash assistance).
- Report on any protection concerns, including GBV, child protection, or marginalization.
- Able to travel inside the province and to main office in Damascus.
- Project location is (Aleppo, Daraa, Al-Raqaa)
4. Deliverables
- Weekly Field Monitoring Reports including:
- Summary of visits.
- Key findings and observations.
- Challenges and risks identified.
- Recommendations for corrective actions.
- Monthly Consolidated Monitoring Report
5. Coordination and Reporting
- Field monitoring activities will be coordinated with the Project Manager and local partners.
- Reports will be submitted to the M&E Manager and shared with relevant program teams and donors as required.
6. Confidentiality and Ethics
- Monitors will adhere to [LACU] Code of Conduct, Data Protection Policy, and safeguarding procedures.
- Informed consent must be obtained for all interviews and photographs.
- Sensitive information must be handled with the utmost confidentiality.
