Background

SoCha is preparing a proposal in response to a solicitation released by the International Labour Organization, Regional Office for Arab States (ILO/ROAS) for an evaluation of ILO’s Past Contributions and Future Pathways for Syrian Refugees’ Employment and Socio-Economic Reintegration.

The assessment aim to examine how host countries can develop inclusive labour markets that support both local populations and Syrians, including those who may lose formal refugee status but still contribute economically. It will explore ways to formalize Syrian employment, highlight their economic contributions, identify labour gaps, and document best practices. The goal is to produce evidence-based, policy-relevant recommendations that promote decent work, social cohesion, and support broader development goals such as the Global Compact on Refugees, the 2030 Agenda, and the humanitarian-development-peace nexus.

Period of Performance

Tentatively: May – August 2025 (approximately 65 working days)

Scope of Work

The Evaluation Specialist/Team Leader will lead the design and implementation of a comprehensive evaluation, in collaboration with another Evaluation Specialist/Team Member, and in close coordination with SoCha Evaluation experts, through a short consultancy of approximately 65 days over a period of 3 to 4 months.

The evaluation is expected to be twofold:

  1. A retrospective assessment of the change that the ILO has brought to refugees’ employment in host countries —including Lebanon, Jordan, Iraq, Egypt, and Turkey— through its interventions in the region over the past decade.
  2. A prospective examination of the socio-economic reintegration of voluntary returnees and the future realities of remaining refugees, drawing on lessons from ILO’s work in host countries and stakeholder insights.

The Evaluation Specialist/Team Leader will have the following responsibilities:

  • Conduct a desk review
  • Synthesis of available data
  • Interview Key Stakeholders
  • Organize qualitative discussions with ILO Syrian Beneficiaries
  • Implement a quantitative survey

Deliverables:

  • Inception Report and comments log
  • Draft Report
  • Policy Brief (5 pages) with practical insights for ILO’s future programming in Syria.
  • Presentation for a half day workshop
  • Final Report integrating all feedback in a comment log.

Minimum Qualifications and Experience

  • An advanced Degree in social sciences, economics, development studies, evaluation or related fields, with demonstrated strong research experience.
  • A minimum of 7 years’ experience in conducting projects and programme evaluations, with demonstrated experience in development-related programmes.
  • Previous experience in evaluations for UN agencies is required.
  • Strong experience in using qualitative methodologies to assess impact (QUIP, MSC, etc.)
  • Extensive experience in synthesizing complex information and conducting synthesis reviews and meta-studies.
  • Relevant regional experience and familiarity with implementation of programmes and projects on Syrian Refugees in the region is an advantage.
  • Strong understanding of the Humanitarian Development Peace (HDP) nexus.
  • Context and socio-political understanding of all countries involved (Syria, Lebanon, Jordan, Egypt, Iraq, and Turkey) is an advantage.
  • Knowledge of the ILO and its normative mandate, tripartite structure and technical cooperation activities is a strong asset.
  • Command of Arabic is an advantage
  • Full proficiency in English.
