World Vision International is a Christian, Community-based and Child-Focused organization working in 100 countries around the world, serving and partnering with all people regardless of religion, race, ethnicity, ability, background or gender.
World Vision International Middle Eastern and Eastern Europe Regional (WV MEEER) Office is predominantly grant funded having necessary tools and skills for grants acquisition and management. As more donors and partners are opting for payment by results model, it is necessary for the fundraising teams to engage more in competing for service contracts. To do this effectively, MEER Office is looking for a consultancy service to support successful tendering process for strategic service contracts. The call is open to any interested individuals and entities.
Main tasks and activities
Interested individuals/companies are expected to provide consultancy and training services for the following sets of activities required for a successful submission of a strong bid in a competitive tendering procedure:
Strategic positioning:
- Mapping and identifying key opportunities with targeted donors/clients, aligned with WV strategy and key approaches
- Scoping for potential consortium partners/leads for the forecasted opportunity/ies
- Advise on technical branding ahead of the forecasted opportunities
Bid management:
- Lead/support the tendering process for an individual bid
- Advise and support consortium negotiation process
Training service:
- Service Contracts / general training service
- Service Contracts / specific training service per donor (EU, WB, UN, FCDO etc.)
- Service Contracts / specific training service per function (finance, MEAL, supply chain etc.)
Candidates are free to submit their proposals for several or all listed services.
Qualification requirement
Consultants interested in this opportunity should meet the following minimum requirements.
For assignments related to direct support:
- A solid grasp of rules and regulations that govern contracts and procurement processes of the key potential clients such as EU, World Bank, UN group, government donors;
- Demonstrated experience (minimum 5 years) of leading/supporting a winning service contract with clients such as EU, World Bank, UN group, government donors;
- Demonstrated experience in consortium building for medium to large service contracts;
- Demonstrated experience of ability to navigate complex requirements, coordinate with various stakeholders, and produce high-quality submissions under tight deadlines;
- Understanding the context of Middle East and Eastern Europe will be considered an advantage
For assignments related to training service:
- Demonstrated experience in general capacity building around bid management;
- Demonstrated experience in delivering training on respective clients, e.g. EU, World Bank, UN group, government donors;
Design of consultancy arrangement
WV MEER Office will sign a long-term agreement (LTA) with selected consultants. WV will communicate specific assignments directly with a respective contracted consultant/s based on their expertise. Consultants may select one or more assignments or decline due to their own reasons.
The consultant will be working remotely, with occasional need for short-term travel or direct/face-to-face fieldwork. These will be negotiated on a case-by-case basis.
Consultants are responsible for covering travel/accommodation in assigned countries as well as insurance during field trips. Those costs can then be added to a concrete assignment budget upon request.
EVALUATION
The candidates will be evaluated against the criteria listed below:
- Proven qualification and experience of leading/supporting a winning service contract with clients such as EU, World Bank, UN group, government donors – 35 points
- Proven experience in consortium building for medium to large service contracts – 20 points
- Experience in leading capacity-building interventions to NGO employees and partners such as training on bid management – 20 points
- Experienced in working in WV’s MEER context; Country of residence and accessibility to the field offices in Middle East and/or Eastern Europe – 10 points
- Financial proposal – 15 points
The candidates will the highest overall score will be selected for the above described service.
