Background
Mari Research and Development (MRD) is a non-for-profit civil society organization operating in northeast Syria. It was established in 2018 and registered in Canada, France and Erbil.
MRD seeks to build a stable and just society where peace and respect for human rights and fundamental freedoms prevail, In order to promote cohesive and tolerant societies where justice and equality prevail, we seek to promote human rights, and to make them the primary and main drivers of the diverse societies which we target through our work.
Objective of the Assignment
The objective is to conduct a comprehensive external audit of MRD’s operations and financial management systems for the fiscal year from (1st of January 2024 to 31st December 2024), ensuring compliance with internal policies, donor requirements, and best practices in NGO financial governance.
Scope of Work
The external audit will include, but not be limited to:
– Review of accounting records and financial transactions
– Evaluation of compliance with MRD’s policies and procedures
– Review of procurement, payroll, grants management, and documentation processes
– Recommendations for improvement and mitigation of financial and operational risks
Deliverables
The selected audit firm will provide:
– Audit report
– Management letter
– Financial statements
Required Qualifications
– Legally registered
– Minimum 5 years of experience auditing NGOs or similar organizations
– Proven knowledge of international donor compliance requirements (USAID, EU, etc.)
– Qualified team of auditors (e.g., CPA, ACCA, CIA)
Proposal Requirements

– Financial proposal (fees inclusive of all applicable taxes)
– Company profile and legal registration
– CVs of the proposed audit team
– Evidence of experience with similar assignments

– Cost effectiveness – 20%
– Familiarity with NGO sector and donor compliance – 20%
