TITLE: Education Coordinator

TEAM/PROGRAMME: Syria Country office/Damscus

LOCATION: Damscus office with frequent travel to Aleppo

GRADE:

CONTRACT LENGTH: 6 months

CHILD SAFEGUARDING:

Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

As part of these responsibilities, the post holder will support the establishment of child safeguarding systems, promote a culture of keeping children safe, and ensure that potential harm to children (by our own staff and/or as a result of how we do our work) is identified and addressed on an ongoing basis. The post holder should report and respond to interventions as determined by position related responsibilities identified in the Child Safeguarding Policy.

ROLE PURPOSE:

As a member of the Programme Operations Team and under the direct supervision of the Field Manager and technical supervision of the Education Technical Advisor, the Education Coordinator will lead, support, follow up on, and oversee education programs implemented by partner NGOs in the assigned locations.

He/She will focus on strengthening partner NGOs capacity through training, coaching, and mentoring approaches.

The Education Coordinator will closely collaborate with partner NGOs to ensure the timely planning, implementation, monitoring, and reporting of the Education Awards in their assigned locations, while also providing field-level perspectives on education to support program development. Representing Save the Children in field-level meetings related to children’s education rights, he/she will ensure effective coordination with partner NGOs and local authorities for the smooth implementation of Save the Children’s education programs. Additionally, he/she will identify capacity gaps among the partner NGO’s education staff and execute capacity-building initiatives with the support of the Education Technical Advisor, ensuring integration of education programming across different awards and with other sectors in the specified location

KEY AREAS OF ACCOUNTABILITY:

Programme Management

  • Provide technical guidance to the partner NGOs for developing the concept note and budget for the education intervention during the proposal stage.
  • Collaborate with the partner NGOs to submit the planning documents (including the detailed implementation plan, phased budget, HR plan, and procurement plan) for the new award, ensuring consistency with the approved package.
  • Work with the award team to ensure that the PAAs are signed on time and in accordance with the approved package, and prepare for the kickoff meeting.
  • Attend meetings (kickoff, closeout, BVA, and member calls) to provide updates on partner NGOs implementation and spending.
  • Organize regular meetings with the partner NGOs to ensure effective coordination, quality implementation, discuss challenges, and review activities with technical support from the Education TA.
  • Undertake regular visits to the activities carried out by partner NGOs to supervise sessions and provide feedback and required support.
  • Review the partner NGO’s monthly narrative to ensure high quality and contribute to donor reporting
  • Review the partner NGO’s financial report to ensure they are managing their spending effectively and to identify any potential underspend
  • Support partner to ensure effective community engagement, outreach, and the establishment and running of community-based Education mechanisms.Work with partner NGO to ensure that all activities comply with relevant Save the Children policies and procedures, including child safeguarding, confidentiality and do no harm principles.
  • Work with partner NGO to ensure that all Education activities are in line with Save the Children quality standards and SCO approaches.
  • Develop monthly work plans in coordination with partner NGOs.
  • Provide the accurate context and needs analysis on Education sector which support the programme design.

MEAL and reporting

  • Work with partner NGO to ensure that attendance databases are updated daily.
  • Guide the partner NGOto ensure data collection is conducted according to Save the Children SOPs.
  • Ensure that partner NGO is implementing the quality assurance tools.
  • Support the partner in preparing quality and timely reports for donors and management, as per the internal and external requirements.
  • Work with partner NGOs to ensure that effective monitoring in the assigned location and implementing feedback and recommendations.

Staff leadership, mentorship, and development

  • Work with partner NGO to ensure timely recruitment, induction and training of new project staffs.
  • With technical support from the Education TA, provide guidance and oversight for the Education partner NGOs in the specified location, ensuring that partner NGOs achieve the program’s expected results on time and within quality standards.
  • Identify learning and training opportunities for Save the Children education staffs and partner NGO staffs, and work as a mentor for less experienced staff and partner.
  • Support to develop performance objectives education project staffs and provide regular feedback, one-to-ones and performance reviews and support Supervisors to implement performance management initiatives with their staff.

  • Support partner NGOs to establish and maintain a strong relationship and liaise with local stakeholders.

QUALIFICATIONS

  • Bachelor’s degree with leadership skills and four years of experience in the humanitarian sector, with at least two years of experience in a similar role.
  • Proven experience of working with partner NGO and implement education project via partner NGO, for at least two years, in similar context
  • Demonstrable commitment to promoting the children’s right to Education.
  • Experience in project planning, implementation, monitoring and reporting. Good skills in budgeting.
  • Proven ability to work as part of a team.
  • Demonstrated decision-making skills.
  • Highly motivated, active, self-starter who can take initiative.
  • Demonstrated commitment to improving the lives of children in the camps and community.
  • Strong interpersonal, organizational, communication and presentation skills, and capacity to maintain relations with community leaders, community member members, children and youth.
  • Strong understanding of the situation of children in rural and urban communities.
  • Excellent understanding of the complexity of local governance structures in NE Syria and other local stakeholders.
  • Ability to travel independently, including to rural communities and willingness to change work practices and hours and spend time in the field, sometimes in difficult conditions and with limited resources.
  • Fluent in English (written and spoken), strong Arabic skills, written and spoken.
  • Strong computer skills (MS Office, including Outlook for email).
  • Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches.

Desirable:

  • Previous programme designing experience
