Provide technical, operational, and strategic leadership to strengthen, develop, and integrate DRR/CCA and Resilience programming in the Philippines. This includes significant participation in identifying and designing new interventions for proposal development, leading the development of technical strategies, supporting the implementation of resilience-building projects, and contributing to knowledge management, capacity development, and advocacy in collaboration with project teams, partners, and stakeholders
Key activities in your role will include
Objective 1: Strategic Leadership and Technical Direction
- Lead the development, review, and contextualization of DRR/CCA strategies and action plans.
- Ensure the integration of DRR/CCA into the country strategy, project designs, and operational plans.
- Provide strategic guidance on DRR/CCA programming to maximize impact and ensure relevance to national and local contexts.
- Engage in technical positioning and policy advocacy to strengthen Action Against Hunger’s influence in DRR/CCA spaces.
Objective 2: Program Implementation and Quality Assurance
- Provide technical oversight and support for the quality implementation of DRR/CCA projects.
- Guide and mentor project teams on DRR/CCA technical approaches and participatory assessments.
- Ensure alignment with Action Against Hunger and donor standards, policies, and quality benchmarks.
- Lead in proposal development and technical input for donor submissions.
Objective 3: Monitoring, Evaluation, and Knowledge Management
- Design and promote tools and methods for systematic monitoring, evaluation, and learning.
- Lead the documentation of best practices, lessons learned, and case studies.
- Facilitate internal and external knowledge-sharing activities and support capacity-building efforts.
- Coordinate technical evaluations and research initiatives to strengthen evidence-based programming.
Objective 4: Coordination, Representation, and Partnerships
- Serve as the DRR/CCA technical focal point for national and regional networks.
- Represent Action Against Hunger in relevant forums, working groups, and strategic partnerships.
- Develop and maintain relationships with government agencies, donors, academic institutions, and civil society organizations.
- Support the Country Director and Technical Coordinator in stakeholder engagement and donor negotiations.
Objective 5: Team Management, Capacity Building, and HR Support
- Provide coaching and technical mentoring to project and technical staff.
- Support recruitment, performance management, and capacity development of DRR/CCA teams.
- Ensure team cohesion, coordination, and clear communication across all operational levels.
Objective 6: Security, Risk Management, and Compliance
- Ensure team compliance with Action Against Hunger security protocols and operational procedures.
- Participate in security risk assessments and planning in collaboration with logistics and security teams.
- Monitor contextual developments affecting DRR/CCA operations and advise on mitigation strategies.
Do you meet the profile required criteria?
- Master’s or Bachelor’s degree in Environmental Science, Rural Development, Disaster Risk Management, or a related field.
- Proven expertise in DRR/CCA frameworks, laws, and policies in the Philippines and internationally.
- Strong knowledge of participatory assessment tools (e.g., PCVA).
- Experience in Monitoring, Evaluation, and Knowledge Management.
- Competency in gender-sensitive and inclusive programming approaches.
- Minimum 5 years of technical experience in DRR/CCA projects.
- Experience in working with government agencies, INGOs, and local partners. Proven experience in multi-sectoral programming including livelihoods, WASH, and nutrition.
- Experience in remote, rural, and urban community programming in the Philippines.
- Prior involvement in donor proposal writing and technical reporting.
- Previous experience with Action Against Hunger is an advantage.
- Additional experience in working with conflict affected people
- Capacity to analyse humanitarian context and define interventions
- Experienced in UN-and-Government Led clusters. Having cluster leadership experience is desirable.
- Experience in representation, community’s development and participation, institutional development and setting up of partnerships with local partners
- Fluent in English and Filipino (Tagalog); proficiency in other Philippine languages is an advantage.
- Proficient in Microsoft Office Suite, GIS applications, SPSS, ODK, and data management systems.
- Willingness to travel extensively to project sites across the Philippines, including remote and challenging areas.
- Valuable prior experience in issues related to the promotion of gender equality or personal commitment to gender equality. Demonstrated experience or commitment to promoting gender equality, safeguarding, and inclusive programming.
