Counterpart International is seeking a Diversity, Equity, and Inclusion (DEI) Specialist for the anticipated USAID opportunity in Honduras. The DEI Specialist will work under a USAID-funded project aimed at increasing women, youth, and marginalized populations’ political participation in Honduras. The role will involve developing and implementing strategies that promote diversity, equity, and inclusion across all project activities. The DEI Specialist will ensure the integration of gender equity principles and ensure that women’s participation in political processes is enhanced and sustained at all levels. The candidate must have experience working in diverse settings, especially with marginalized communities, and a solid understanding of the sociopolitical landscape in Honduras.

Responsibilities

  • Strategy Development: Design and implement a comprehensive DEI strategy focused on improving women’s political participation, with attention to intersectionality and inclusive governance.
  • Training & Capacity Building: Develop and facilitate capacity-building initiatives and training for project staff, partners, and stakeholders on gender, diversity, and inclusion practices related to political engagement.
  • Gender Mainstreaming: Work with project team to ensure gender equity and women’s empowerment are integrated into all project components, from community outreach to policy advocacy.
  • Partnership Building: Establish and maintain relationships with local women’s groups, youth groups, political leaders, civil society organizations, and governmental bodies to promote gender-inclusive policies and practices.
  • Monitoring, Evaluation, and Learning (MEL): Collaborate with the MEL team to develop indicators and collect data on the impact of DEI initiatives on women’s political participation and other relevant areas.
  • Advocacy & Policy Support: Provide technical support for policy dialogues and advocacy campaigns that aim to reduce barriers to women’s political involvement, focusing on systemic inequalities.
  • Cultural Sensitivity: Ensure that project activities are culturally appropriate, respect local customs, and incorporate the voices of marginalized women, including indigenous, Afro-Honduran, and rural populations.
  • Reporting: Regularly report on DEI progress and challenges, providing recommendations for continuous improvement.

Qualifications

  • Bachelor’s degree in Gender Studies, Political Science, Sociology, International Development, or related field. Master’s degree is preferred.
  • Minimum of 5 years of professionally responsible experience in international development and/or assistance field in general. Minimum of 3 years of experience in diversity, equity, and inclusion work, particularly in gender equity and women’s empowerment programs.
  • Experience working with USAID or other international development agencies, especially on projects related to governance, political participation, or gender equity.
  • Strong knowledge of the political, social, and cultural issues affecting women’s participation in Honduras.
  • Demonstrated experience in training and capacity building on DEI principles and gender mainstreaming.
  • Fluent Spanish, with professional written and verbal English proficiency.
  • Excellent communication, facilitation, and organizational skills.
  • Ability to work collaboratively in a multicultural and multidisciplinary team.

Desired Skills:

  • Familiarity with USAID’s gender policy and experience with integrating gender into development programming.
  • Knowledge of local legal frameworks and policies around gender equity, political participation, and inclusion.
  • Strong analytical skills and ability to design and implement DEI-related monitoring and evaluation frameworks.
