Proposal Objective:
Social Impact is pursuing the upcoming USAID/Yemen Continuous Learning and Evaluation (YCLE) Follow On Project. The project is designed to provide rapidly deployed, robust, on-the ground, in-country oversight of USAID funded development activities implemented in Yemen. We anticipate YCLE to provide a variety of services to USAID/Yemen to enable it to effectively monitor program performance and operational context; evaluate the performance and results of USAID/Yemen activities; and learn and adapt for improved effectiveness. This contract will result in strengthened monitoring, evaluation, and learning (MEL) systems at USAID/Yemen and enhanced MEL capacity of local entities to improve accountability and increase the use of evidence for programming, learning and adapting. The overall goal of YCLE is to enable USAID/Yemen to become a more effective and adaptive development organization, with a focus on performance and contextual monitoring and verification services; evaluation services; analysis and reporting services; collaboration, learning, and adaptive management services; and program support services.
Position Description:
Social Impact is seeking a full-time Director of Finance and Administration (DFA) to guide and oversee all financial, operational, contractual, and administrative aspects of the USAID YCLE Follow On Project. This will be a full-time position based in Amman, Jordan for the duration of the contract, contingent upon contract award. The anticipated award date for the YCLE Follow On will be Spring 2025.

Responsibilities:
- Manage and oversee activity finance, operations, procurement, and administration for the Amman-based office.
- Supervise and mentor team of operations staff. .
- Work with the Chief of Party (COP) to ensure compliance with contractual obligations and deliverables in line with USAID regulations and SI policies and procedures.
- Establish and implement procedures for activity financial management, procurement, sub-contracts, human resources, and consultant contracts to ensure transparency and good business practices.
- Review expenses recorded in QuickBooks and ensure they are correctly codified and aligned with budgetary guidelines.
- Assist in audit preparation.
- Manage activity start-up and support initial work planning process.
- Establish procedures for financial operations, banking, compliance, and reporting.
- Develop monthly, quarterly, and annual financial reports.
- Conduct regular meetings with SI Headquarters.
Qualifications:
- Master’s degree in the field of international development, financial management, business administration, or related field.
- At least eight years of professional experience, with five years of financial management and contracts oversight experience and expertise on USAID-funded projects.
- Experience managing financial and administrative efforts in Jordan (Yemen experience a plus), in similar positions on USAID contracts.
- Demonstrated knowledge of USAID contractual, administrative, and financial regulations.
- Knowledge of and experience with Jordanian payroll income tax calculations and health policy calculations for full-time staff. (Experience with Yemeni systems a plus.)
- High proficiency with Microsoft Office Suite, particularly Excel and QuickBooks.
- Computer literacy and superior oral and written communication skills.
- Proven supervisory, mentorship, and leadership capabilities for all levels of staff (employees and consultants).
- Excellent oral and written English, and proficiency in Standard Arabic.
