Background and Purpose of the Assignment
Clean Energy for Improved Health Kenya (E4HIII-Kenya) project is implemented by Renewable World in partnership with the County Government of Kajiado (CGK), Department of Health. The project aims to improve the health status of 5,340 people from the catchment area of Musenke Dispensary through installation of solar energy systems. The project has the following outcomes:
- Health units offer new energy-enabled health services
- New solar powered services in the health facility sustainbly managed and maintained
- Increased access to water for the community members living in the catchment area of the health facilities
The purpose of this assignment is to design and install a solar system as well as drilling and installation of a solar powered borehole in Musenke Dispensary
Scope for Work to be Covered
- Conduct a site visit to Musenke dispensary to collect all the necessary data that will inform the design of the solar system as well as the solar powered water borehole. The visit will involve a complete technical assessment and establishment of the energy demand and water demand for the health facility. The costs of visiting the site shall be at the consultant own expense. A site visit verification report shall be developed and submitted as an annex to the technical proposal.
- Development of the technical design of the solar system to be installed at the health facility including the solar powered borehole. The design should include recommendations for the best fit electrical equipment and workmanship to ensure the best support is given to this Health Centre before installation. While developing the technical design, prioritize the re-use of existing structure/materials rather than abandoning them and purchasing new one if available. A single line diagram, detailed specification of the proposed equipment and a detailed cost estimate will be submitted as an annex to the technical proposal. Provide working schedule of installation work as annex in technical proposal
- Purchase and deliver the equipment & materials as per approved BOQ & specification.
- Perform the installation/construction activities at site as per approved plan, BOQ, specification following the health & safety procedure.
- Preparation of single line diagram and As-built drawing.
- Preparation of Operation & Maintenance (O&M) training manual, Organize O&M training to selected personnel within the health Centre.
- Organize Testing & Commissioning (T&C) and preparation of T&C report as per given format.
- System commissioning & Handover
- Provide After-Sale Services for at least 1-year period of project operation making 2 visits in total. Client will cover the cost of only materials/equipment if they were not covered in warranty/guarantee provision
Specific Methodologies or Parameters
The contractor is expected to consult with the health facility personnel including the health facility committee, the community, county government officials as well as the Renewable World team. This will ensure that the system installed meets the needs of the community.
Deliverables
The key deliverables for this assignment include: A fully functional solar system and an operational solar powered borehole. In addition, the consultant will submit the following to RW:
- Site verification report which will include a single line diagram of the design, the technical specifications as well as the cost estimate of the system proposed.
- Equipment or manufacturer test certificate before delivery of materials to site
- Workplan schedule
- System operation, technical instruction and maintenance manual in English language upon completion of the project. Moreover, details of system wiring and connection diagrams shall be provided along with the manual.
- Warranty form signed and approved by the contractor
Timeline
The scope of work should be completed within a period of 30 days after signing of the contract.
Payment Schedule
Payment to the consultant shall be done in three tranches indicated below:
- 20% of the total contract amount after approval of the technical design
- 30% of the total contract amount after delivering the complete equipment at site.
- 50% of the total contract amount after successful testing and commissioning of the project, the supply of all remaining deliverables under the Contract including the manuals, documentation, tools and training, the signature of the After-Sales Service Agreement and the issue of the Certificate of Completion.
Note that the payments will be done subject to the consultant meeting quality and timely delivery of stated task. All payments will be made in local currency
Company Specifications
- Are registered company registration with a physical office.
- Have Tax PIN/VAT certificate, Valid Tax clearance.
- As a company can provide the latest CR-12 clearly showing directors. It must be current; not more than 6 months.
- Have a valid EPRA and NCA licenses.
- Have audited accounts for the last two financial years.
- Must provide at least two (2) copies of LPOs/ Contract documents/Recommendations letters of similar work done from reputable institutions.
Application Process
Qualified and interested consultants should submit the following
- Detailed technical design (include a single line diagram of the solar system) and calculation.
- Complete Specification of proposed equipment, materials and workmanship.
- Work schedule with project completion timeline
- The warranty period for the equipment and overall system in letterhead
- Organizational experience
- List of previous work experiences in similar field. Also provide the organization profile.
- List of proposed human resources to design and implement the project including the dully signed CVs of proposed human resources.
- Legal Documents: Company registration Certificate and renewal certificate, Tax Clearance certificate and audit report of last TWO Fiscal Year (FY).
- Financial proposal: The Bid Price must have the cost breakdown for each component, and it shall be printed on bidder’s letter head with duly signed and stamped.
