Mission
The Deputy Country Coordinator is member of the MdM Senior Management Team (SMT) in Palestine and reports to the Country Coordinator. He/she has overall responsibility for program support departments including logistics, finance, grants, administration and human resources under his/her charge.
He/she contributes to the creation and implementation of a comprehensive strategy across the locations where MdM is present. And ensures that activities and results respond to health population needs, in line with MdM and donor standards and requirements.
He/she participates in the creation, update and implementation of the country security plan, delivering sound, timely and adequate information.
Geographical scope of intervention
The Country Coordinator will be based in Jerusalem with regular visits to the locations where the activities are implemented.
Organisation chart
The Deputy Country Coordinator will report to the Country General Coordinator in Palestine. And keep a line management towards the Emergencies Coordinator Unit in Madrid.
Functions
Program management:
Ensure quality program design, monitor and implementation, in line with MdM mandate and guiding principles.
To propose and implement mitigation risks measures and on time modifications that allows correct implementation of programs activities.
Monitor expenditure and budget compliance on a regular basis, ensure clear budget forecasts are revised monthly based on activity plan, report any concerns to the General Coordination and develop plans to mitigate any under or over expenditure.
Ensure regular communications are maintained between the different departments involved in the programs, ensure all logistics and administrative needs for project implementation are communicated to the support team and planned within budget and chronogram of activities in compliance with MdM processes and procedures and act as a mediator when necessary.
To ensure that country program’s resources are planned, allocated and utilized effectively and transparently and in full accordance with country strategy, national legislation and donor requirements.
To guarantee that support and technical coordinators critically review and analyse the systems in place that ensure quality of activities, budget monitoring, financial management and expense control and compliance.
Support the program team in the identification of partnerships that helps to implement programs and localization approach.
Team Management:
To manage support and technical coordinators under his/her responsibility and ensure that each position has clearly defined and achievable objectives. This responsibility entails coaching and staff development and promoting frequent and constructive coordination between departments and teams.
To provide overall leadership by demonstrating integrity and by promoting a culture of accountability and respect. This entails frequent and regular interactions with staff, beneficiaries, and other key stakeholders.
Strategy:
To develop programmatic and operational strategies to ensure MdM is responsive, impactful, and forward-thinking to deploy quickly a large-scale humanitarian response, according to coordination management team decisions and guidelines.
This requires developing an in-depth knowledge of the context and crisis, a thorough understanding of MdMs approaches and priorities, systems-thinking and a willingness to think beyond traditional humanitarian response and the project cycle.
Representation and communication:
Upon prior General Coordinator assignment and agreement, represent MdM and maintain contact with the national and local authorities, NGOs, funding agencies and other international and national entities.
Channel all relevant field communication to HQ and vice versa.
Contribute to the associative development of MdM through the Palestine Geo-Strategic Group.
Security:
To guarantee systematic participation in security meetings that contributes to sound and timely updating and implementation of country security plan with special emphasis on extraordinary measures implemented in a complex crisis/ emergency.
Update HQ security team on all relevant security information and activate HQ security management team in case of emergencies.
To coordinate with HARO (Humanitarian Access and Risk Officer) the information and support to be delivered to General Coordinator in terms of security and safety for security plan implementation.
Required qualifications
Academic background:
University degree or diploma.
Desirable: Master in International Cooperation and/or Humanitarian Aid
Requirements
Language: Fluent English (written and spoken), C1 level, required. Arabic: An asset
Computer requirements: Office pack user level.
Experience
- Substantial experience in humanitarian/emergency context in top senior management roles. i.e.: Country Director, Head of Operations or Head of Programmes
- Experience in health programming.
- Experience working and managing security in highly volatile contexts and armed conflict setting
- Experience managing large multi-sectoral and multi-cultural teams
- Experience in change management is an asset
- Experience in developing partnerships and working with local partners is an asset
