Provide crucial support to the field technical team and overall Project Team by conducting technical assessments in projects sites needing water rehabilitation and sanitation works, creating bill of materials and resilient designs; provide technical inputs in the project’s WASH good governance component by working the target local government units from the municipal to barangay in advocating for the creation/ reactivation of local bodies, and additional funding investments for WASH at the barangay level; and co-facilitate capacity building sessions related to water conservation, nature-based solutions, and water safety planning.

BACKGROUND
The UNICEF Funded Project, Typhoon Odette Recovery and Rehabilitation Towards Climate Resilience Program in Surigao del Norte aims to improve local governments’ WASH services and governance mechanisms for disaster recovery, rehabilitation, and climate change adaptation. It will advocate vulnerable populations, facilitate climate-sensitive programming, and improve access to climate-resilient services for underprivileged children. The project will also strengthen national advocacy and technical support with relevant government agencies.
The aim is to establish a climate resilient WASH services in 13 barangays and 11 schools by rehabilitating existing Level 2 water system and to construct resilient sanitation facilities to 70 households.
Based on project design, the six (6) barangays and five (5) schools will be provided with technical support in terms of advocacies and governance-lobbying the resilient designs and proposed WASH interventions to MLGUs and other funding sources. Thus, needing one (1) WASH Engineer to assist the ongoing work.
Part of improving WASH governance is also to set up mechanisms for effective operation and maintenance at the barangay level through WASH Committee and BAWASAs. These structures will be mobilized for any support needed to improve the management and investment of WASH services.
SCOPE OF WORK
The WASH Engineer will work closely under the management of the Head of Project based in Siargao, WASH Engineer and Field Officers of RRTCR, as well as the WASH Coordinator based in Manila. Since the project is closely working with the five (5) MLGUs of Burgos, Del Carmen, Pilar, San Benito and Sta Monica, the WASH Engineer is expected to coordinate all field interventions with the Municipal Health Office and iWASH Council with the following duties:
The scope of work includes:
- Conduct technical assessments in 11 sites of the project and prepare the bill of materials, technical designs in partnership with the Municipal health Office and Municipal Engineering Office and DepEd Siargao Engineering Office.
- Assist the WASH Engineer in providing technical support on the project monitoring, reporting and coordination with various stakeholders such as but not limited to:
- Updating of the water and sanitation profile of the municipalities, especially of the project areas, in coordination with the RSI on FHSIS (Field Health Service Information System).
- Coordinate and liaise with the municipal and barangay local government of the project areas for the conduct of activities related to the project, and concerns raised by the MHO regarding WASH.
- Together with the Field Officers, co-facilitating coaching sessions with the barangay on water safety planning, water conservation, nature-based solutions for water, hygiene promotions and other capacity building requiring technical support.
- Conduct monitoring and follow-through of activities implemented in the target municipalities and barangays on: construction of WASH (water and sanitation) facilities for barangays and schools; water safety plan implementation, WASH governance mechanism like the creation of WASH committees or task force at the barangay level;
- Participate in the activities initiated by the project, and as required by the MHO; and the regular meeting for project updating.
- Prepare the construction monitoring reports and post construction monitoring reports;
- Provide monthly reports and updating of the identified activities and priorities set per month.
- Support and perform logistical and administrative functions such as:
- Assist in assessing suppliers, workers and possible partners to fast track the rehabilitation/ construction work
- Coordinating transport of construction materials to field sites based on agreed plans.
- Planning delivery schedules in line with site and skilled workers readiness.
- Tracking stock levels of WASH materials and consumables either manual or online system designed by logistics
- Coordinating with procurement and warehouse teams at the baranggy/school for timely delivery.
COORDINATION
- Coordinate with the Head of Project (HOP) and WASH Engineer to plan scheduled activities and priorities for the month.
- Coordinate with the WASH Coordinator for technical guidance and alignment.
- Coordinate with the MHO- WASH Focal Person/RSI per municipality for any WASH priorities and concerns;
- Provide feedback of coordination’s made with MHO/RSI and the LGU to the Field Officers and the Head of Project.
TIMELINE OF ENGAGEMENT : Total consultancy days: 2.5 months either consecutive or intermittent, depending on the work plan agreed upon between Action Against Hunger and the Associate WASH Engineer.
Do you meet the profile required criteria?
- Excellent written and oral communication skills in English, Tagalog, and Surigaonon.
- Good knowledge of Office package (Excel, Word, PowerPoint, Outlook); Can operate design-related software such as AutoCAD and/or Sketch-Up
- Working knowledge of Microsoft Office applications, particularly Word, Excel, PowerPoint, and Publisher.
- Ability to work under pressure and adapt to an evolving and complex humanitarian context and within multidisciplinary and different cultural background teams.
- Deep understanding of governance system strengthening; zero open defecation and the Philippine Approach to Sustainable Sanitation; water safety principles, including risk assessment, water quality monitoring; regulation for health care WASH facility improvement;
- Strong technical knowledge on community WASH infrastructure operation and maintenance;
- Proficient in project planning, coordination, and implementation, including setting milestones, managing timelines, and monitoring progress.
- Strong interpersonal skills to collaborate effectively with stakeholders, including government agencies, community leaders, and ensuring collaboration and participation in WASH implementation in covered areas.

CONDITIONS
As this will be a Service Contract, the WASH Engineer is expected to have:
- His/her own working equipment like laptop and mobile phone; and communication load;
- Submit reports and/ or updates of engagement before the end of the month
- At least 2 years of experience working in the context of WASH.
- Work experience with government offices like MHO, MEO and DepEd.
- Comply with Action Against Hunger Branding and Visibility Guidelines, and policies on Data Protection, Child Protection, Safeguarding, Gender, and other related policies.
- To work on weekends if needed.
Payment Terms are as follows:
- WASH Engineer to submit his/her billing statement addressed to Action Against Hunger for the payment of a particular month;
- Attached to the billing were the required reports as approved and signed by the Head of Project and noted by Action Against Hunger WASH Coordinator. Receive the payment after the submission of the required reports to the WASH Engineer, HOP/ WASH Coordinator.
