Background
World Vision seeks a consultant to strengthen AA/DRR capacities across its Middle Eastern offices (e.g., Syria, Iraq, Yemen, Lebanon) operating in fragile contexts characterized by weak government institutions, underdeveloped meteorological data systems, and populations with limited exposure to formal DRR mechanisms. Unlike regions like South Asia (exposed to typhoons), Middle East faces unique challenges due to conflict, climate fragility, and institutional gaps.
Objective
Enhance the capacity of World Vision staff and local partners to design and implement AA/DRR improvement programs tailored to Middle East’s fragile contexts, with a focus on:
- Building resilience in communities with minimal prior exposure to DRR systems.
- Building Multi-hazard systems
- Leveraging incomplete or evolving meteorological data for early action.
- Navigating institutional voids and conflict-sensitive programming.
- Clear articulation of contribution to the DRR system and scalability (processes, opportunities and Barriers)
Scope of Work
Capacity-Building must address the following concerns: Building DRR and subsequently Anticipatory Action comprehension as a platform to create best practices and operational excellence for DRR and AA programming in the middle east for world vision.
Building what is AA and how does it differ from traditional AA. Middle East programming must navigate conflict-induced displacement, weak governance, and fragile institutions limiting disaster preparedness and traditional DRR systems functionality. Additional challenges include limited meteorological data systems, damaged infrastructure, community mistrust from past experiences, and scarce funding for DRR. Coordination in areas with restricted humanitarian access. Programs should integrate conflict-sensitive approaches, local engagement, adaptive triggers, designing community-led early warning systems including where relevant local indigenous systems, Mechanisms for financial disbursements in weak governance systems, and multi-risk assessments tailored to volatile environments and weak institutional environments, systems of DRR and AA should remain operational with and without government systems.
Meteorological Data Engagement Strategy: Map existing meteorological data sources and gaps in the Middle East; Proposal of community integrated low-tech/hybrid solutions (e.g., community rain gauges paired with satellite data).
Partnership Building: Advise on collaborations with regional meteorological agencies and NGOs to strengthen data-sharing networks.
All other topics deemed essential to support the primary objective by the expert consultant to improve the quality and capacity of DRR and AA programming for World Vision in the Middle East and fragile contexts.
Locations: Priority countries (e.g., Syria, Iraq, Afghanistan, Lebanon, Jerusalem West Bank Gaza).

- Drought management EWS thresholds and actions
- Tools available for the rapid identification of DRR or AA
- Platforms and communities to engage with to keep up with best practice
Format: PowerPoint document with links and recorded presentation (webinar) describing Learning pathways
Middle East – World Vision DRR and AA Middle east and Fragile contexts Field brief:
Guidelines for how to undertake DRR and AA in fragile contexts, in the Middle East region- This is a small easy to use Field Brief (Tool kit) briefing document 2-4 pages on each of the chronic issues articulated above with how to assess and then how to address the issue with changes or programming solutions and options. Including links to additional relevant resources.
Format: power point and word document with links
Bespoke – Online – Training Package that supports understanding of “World Vision DRR and AA Middle East and Fragile contacts Field brief” Including one very simple training that helps participant understand DRR and AA and discriminate clearly between AA system within DRR and other aspects of DRR system:
Development and delivery of 4 x 60-90 min interactive modules (Arabic/English) with quizzes and case studies (e.g., responding to droughts in Iraq, Flash floods in Lebanon and Syria).
Format: power point and webinars delivery with support materials in word ppt and pdf, etc; Clear trainers notes and narrative to make future translation into a self paced online course possible with regular quizzes for knowledge and comprehension checks.
Face-to-Face Workshop Materials:
Equivalent training and session outcomes as above to be administered in a face training. Including specific Scenario-based simulations for drought/flash flood response in fragile states.
Format: power point with support materials in word ppt and pdf, etc; Facilitator guides session plans, participant manuals, Scenario materials and response options, and pre and post-training evaluations.
Technical Back stopping if required – To be used as needed by FO if required in technical proposals and or to respond to FO enquiries and support for best practice development. Per country, report summarising and evidencing the technical concern or need and the support delivered in response to the technical concern.
Format: word document or as specified in TOR with FO.
Required Qualifications and Experience
- Experience:
- Minimum 7 years in AA/DRR, preferably in MIddle East or similar fragile contexts;
- Proven work in areas with weak government systems and low DRR awareness (e.g., conflict zones).
- Technical Skills:
- Expertise in meteorological data utilization in resource-limited settings;
- Familiarity with conflict-sensitive programming and humanitarian access negotiation;
- Understanding of Middle East’s climate risks (e.g., droughts, flash floods, heat waves, air quality.
- Languages
- Knowledge of English is essential
- Knowledge of Arabic is preferable
Design of consultancy arrangement
WV MEER Office will sign a long-term agreement (LTA) with selected consultants. The agreement establishes a framework agreement between WV and selected consultant/s, delineating the rates and other general terms. This framework will serve as the foundation for calculating specific service requests on an individual basis.
